Responsibilities

  • Providing and assisting in support of the financial and budgetary analysis for the Army Contracting Command's Foreign Military Sales (FMS) and Building Partner Capacity {BPC) Programs
  • Assists in all budgetary and schedule planning, programming, budgeting and oversight of all FMS-ADMIN and BPC funded resources across the command.
  • Responsible for assisting and preparing, programming, analysis, formulations, justification, presentation and review of requirements and funding levels for the ACC and its subordinate commands, installations and activities for the assigned programs.
  • Assists in the development and management for Title 22 administrative funds, Title 10 State Department funds, country case funds, and other DOD appropriations for assigned systems.
  • Assists in the development, preparation and submittal documentation to include budget justification and issue sheets, impact statements, and information papers for submission to higher headquarters {i.e., USASAC, DASA DEC, ACC, AMC).
  • Assists in formulating and preparation of a variety of briefing material to higher levels of management to review accomplishments or report potential problem areas.
  • Responsible in performing analysis of division projects and prepares charts used as a management tool by the Chief.
  • Serving as a primary point of contact in support of the FMS Division Chief for the FMS Division, USASAC, and ACC to provide programmatic FMS Ad min and BPC funded deliverables.
  • Analyzes and reports fund expenditures.
  • Monitors the rate and use of expenditures, tracks obligations of direct and reimbursable funds.
  • Maintains cognizance of the rate of obligations and expenditures of funds in all programs in order to prevent over obligations and/or meet other fiscal limitations.
  • Investigates and gathers data on deviations of estimates or program objectives.
  • Recognizes the need for and recommends reprogramming in response to changes in the budget program funds and explores alternative methods of funding.
  • Maintains formal and informal accounting records to keep abreast of the amount and location of funds by budget programs and elements of resources.
  • Prepares data summaries and a narrative analysis for inclusion in routine and special reports on budget execution to USASAC/AMC & DASA DEC.

Qualifications

  • Bachelor’s degree in finance, management, or business-related discipline
  • Must have and maintain DoD secret clearance
  • At least five (5) years of financial analysis/management experience
  • 7-10 years resource management experience working with multiple DoD appropriations.
  • Experience in DoD financial management, PPBE processes, and budget planning at the service or department headquarters level
  • Strong written and oral communication skills and experience developing and presenting complex information to senior Government officials using Microsoft Office Suite applications
  • Familiar with the Defense Agencies Initiative (DAI) Accounting system is a plus
  • Skilled in the use of Microsoft Office (Word, PowerPoint, Outlook, and Excel) and Collaborative tools (MS TEAMS, Skype, WebEx, Adobe Connect)

 

Pay Range

USD $140,000.00 - USD $150,000.00 /Yr.
