Responsibilities
- Leads development of a conceptual estimate / design-build bid submission with added complexity for key clients.
- Develops and monitors pursuit schedule internally and externally.
- Manages trade contractor prequalification and recommendation process.
- Develops strategies for budget proposals to ensure PCL’s and the client's interests are protected. Leads ongoing budget updates.
- Participates in initial cost report and structure preparation, enabling simple cost-code tracking.
- Monitors project design to control budget compatibility, completeness of drawings, constructability, coordination, code compliance, trade-scope completeness, and cost.
- Monitors design development and working drawing production to meet schedules.
- Prepares post-award risk analysis report summarizing potential risks, mitigation plan, and alternative solutions.
- Uses analytical skills to recognize project risks and opportunities, determine costs and schedule impacts, and create mitigation plans.
- Performs detailed project forecast review.
- Reviews RFIs created by estimators.
- Prices and analyzes general expenses, schedules, and plans for large projects.
- Advises on project execution plan.
- Reviews construction equipment and material rates for inclusions (e.g., currency, freight, taxes, bid exclusions).
- Identifies requirements for weather protection, cranes, hoists, temporary facilities, and services.
- Reviews proposal requirements, leverages resources to generate winning proposals, and assists in client presentations.
- Oversees internal review package for district, regional, and corporate reviews and presents at district review.
- Completes final bid submission review and oversees tender document submission.
- Develops project preliminary cash flows.
- Completes as-bid estimate and trade procurement strategy with operations.
- Supervises, trains, and mentors direct / indirect reports; supports chief estimator in mentoring team.
- Networks with industry contacts to determine PCL's competitive advantage.
- Identifies success stories and lessons learned and shares them for project improvement.
- Assists chief estimator in collecting and analyzing historical data.
- Tracks and communicates opportunities with chief estimator, leveraging trade, consultant, and client relationships.
- Assists in developing joint venture (JV) instructions and shared JV information.
- Develops strong relationships with owners and design teams.
- Assists with claim execution and resolution between PCL and trade contractors / owners.
- Oversees multiple project estimates for various clients.
- Advises management on strategic pursuit initiatives.
- Reviews project cost reports for historical insights relevant to strategic bid-win strategies.
- Negotiates trade subcontracts in design-build GMP and CM projects.
- Monitors project team subcontract execution.
- Tracks client-specific success criteria (CPSSC), understanding owners' business needs and revenue generation. Holds team accountable and challenges them to find creative solutions.
- Develops and maintains strong customer-focused relationships with key stakeholders and decision makers.
- Values, models, and coaches the solution provider and profitability culture.
- Other duties as required.
