PCSI is looking for a Facilities Maintenance and Utilities Manager on a large total facility maintenance contract on Fort Sill! This team provides a wide variety of maintenance services to the Directorate of Public Works (DPW) on this military installation, such as HVAC, electrical, plumbing, grounds, carpentry, and other services.

The Facilities Maintenance and Utilities Manager oversees the operations and planning of several maintenance shops and has leadership over shop managers, supervisors, and staff. This role is also the primary support to the site's Project Manager by assisting with development of work-estimates and procedures, implementation of corporate and safety policies, compliance with regulations and contract performance standards, and communications with the customer.

This position is based on Fort Sill in Lawton, OK. Typical schedule is a day shift, but flexibility to respond to after-hours emergencies is required.

What You'll Do As Facilities Maintenance And Utilities Manager

  • Coordinate and plan the essential functions of all shop personnel.
  • Provide leadership and direction using policies and procedures to manage the successful operation of all functional areas of the PWS.
  • Recommend measures to improve production methods, equipment performance and quality of product, and suggest changes in working conditions and use of equipment to increase efficiency of shop, department, or work crew.
  • Direct all department work planning and control.
  • Coordinate and control workflow process.
  • Provide communication of project and work request status.
  • Supervise subordinate managers, supervisors and/or lead personnel in scheduling and early accomplishment of assigned work.
  • Recommend or initiates personnel actions, such as promotions, transfers, disciplinary measures, and discharges.
  • Develop strong leadership skills both in managers, supervisors and craft personnel.
  • Provide performance development and team building opportunities.
  • Provide leadership to excel in customer relationships and service.
  • Augment the process of qualifying vendors and contractors to support the facilities operation.
  • Provide development and implementation of a proactive preventative maintenance program and tracking.
  • Help develop project-level work estimates, ensures team executes approved project work.
  • Ensure all department’s contract requirements are completed with in-house labor to the maximum extent possible, implement alternate work schedules when required to execute firm-fixed price work without the need for overtime.
  • Develop policies/procedures to execute all department responsibilities/requirements; develop/utilize reports to measure performance against quality standards, recommend/implement productivity & efficiency improvements.
  • Assure that performance, productivity and operational goals are achieved by establishing appropriate benchmark and standards.
  • Enforce industry, company, and site safety standards/policies, including wear & proper use of PPE; participate in/lead incident investigations to determine root cause, recommend/implement corrective and preventive actions.
  • Constantly inspect for safety, security and application of the approved quality control plan for work performed.
  • Work with HSE Manager to ensure compliance with contract, federal, state, local, company, & site HSE requirements.
  • Ensure department work meets or exceeds contract, industry, company, and site quality standards; ensure Contract Data Requirements List (CDRLs) and reports are completed to standards, submitted on time, and filed properly.
  • Enforce all requirements of Employee Handbook, and local site policies.
  • Insure adherence to all federal, state and local codes and regulations.
  • Respond to emergencies as needed.

What You'll Need

  • High school diploma or GED required.
  • Minimum five (5) years of facility maintenance experience.
  • Minimum five (5) years of operations management experience overseeing supervisors with their own direct reports.
  • Must have minimum three (3) years’ general experience working for Public Works (federal, state, city, county, etc.) installations or services.

Knowledge, Skills And Abilities

  • Knowledge of Microsoft Office applications and PC functions required.
  • Working knowledge of HVAC, Plumbing, Carpentry, Electrical and Welding.
  • Ability to serve as resident technical expert on policy, regulatory matters, operations, maintenance, and construction pertaining to DPW facilities.
  • Ability to exercise direct and indirect supervision over a work force consisting of a wide variety of skilled trades and technical support.
  • Advanced written and oral communication skills.
  • Excellent customer service skills.
  • Extensive analytical and problem-solving skills, with the ability to interpret blueprints and technical data.
  • Ability to be a self-starter and have strong time management skills.
  • Ability to work well under pressure, multi-task and handle multiple priorities.
  • Ability and willingness to exert disciplinary action as needed as well as delegate authority.
  • Ability to work both with minimal supervision and as a team player.
  • Team-building skills with the ability to develop effective working relationships with other employees, vendors, and customers.
  • Must have the ability to effectively read, write, and speak the English language.

Other Requirements

  • Ability to pass criminal, drug, and driving screening.
  • Ability to work outside in inclement weather as needed and be exposed to various dirt, debris, and odors.
  • Ability to work any time or day of the week, including weekends and holidays.
  • Possess valid driver’s license and maintain good driving record.
  • If required, ability to obtain and maintain security clearance and base access to assigned site(s).
