760 Planner Estimator

The Estimator Planner's primary role will be to estimate HVAC, Plumbing, and Pipefitting projects, and this person should have demonstrated mechanical knowledge.

PCSI is looking for a Planner Estimator at its Detroit Arsenal Site. We seek a motivated, friendly team member to estimate and manage commercial and industrial building equipment maintenance, repair, new construction, and renovation projects. The right person will be proactive and take pride in their accomplishments. This position will report to the Operations Support Manager at Detroit Arsenal in Warren, MI.

Shift: 7:30 am – 4:00 pm Monday – Friday

This position is a union position that starts at $44.49, with annual increases, plus $5.95 for health and welfare, Shift Premium (union position)

Vacation/Sick Leave:
80 hours of vacation annually beginning the first anniversary of employment. 56 hours of accrued sick leave annually.

What You'll Do as an Estimator Planner:

Primary Job Functions:

• Project management, including maintenance, repair, new construction, and renovation of commercial and industrial building equipment.
• Assists in planning electrical and electrical component installation, exterior utility systems, carpentry and structural work, concrete, plumbing, heating and air conditioning, and fire control systems.
• Coordinate and work with Garrison employees, subcontractors, union skill trades, and others from the inception of the bidding/estimating phase to project startup and project closeout.
• Maintains subcontracts and provides schedules, as-built contracts, bills of materials, and statuses of ongoing projects to prepare published reports.
• Able to perform inspections in coordination with quality assurance for projects and tasks on non- and historical commercial/industrial buildings.
• Research materials, estimate labor costs, and determine the quality vendors needed based on project-specific requirements.
• Use knowledge and experience to recommend alternative materials, labor, and vendors.
• Routinely work with customers and co-workers to develop creative approaches to solving maintenance and construction problems.

What You'll Need to Be Successful:

• A bachelor’s degree or equivalent is required in construction management, facilities, engineering, or a related field. Experience may be considered in lieu of a degree.
• Demonstrated at least six (6) years of relevant experience estimating and managing projects for electrical, mechanical, plumbing, HVAC, carpentry, and other construction and maintenance trades.
• Strong mechanical and electrical aptitudes are a plus but not required.
• Strong knowledge of commercial construction, including building codes.
• Minimum of four (4) years’ experience in the customer service industry.
• Computer literate in Microsoft Office applications, especially Excel.

Knowledge, Skills, and Abilities:

• Must possess analytical, organizational, and time management skills.
• Ability to read, interpret, and develop statistical reports, drawings, and calculations.
• Ability to compromise and execute specific tasks within short notice.
• Must be able to walk, bend, climb, and safely navigate construction sites.
• Normal working conditions for this position are in both an office and field setting.
• Able to work in a fast-paced, deadline-driven environment and satisfy deliverables.
• Ability to manage multiple estimates/projects at once with minimal supervision.
• Preferred demonstrated knowledge in RS Means, MS Project, Maximo, and MicroStation/AutoCAD.
• Must be familiar with government regulations and environmental, safety, and security standards.

Other Requirements:

• Preferred demonstrated mechanical knowledge for this position (HVAC/Plumbing/Pipefitting)
• Successfully pass pre-employment drug/alcohol screen, background check, & motor vehicle report
• Maintain security clearance, including a National Agency Check with Inquiries (NACI) investigation.
• Maintain a valid State of Michigan driver’s license and remain insurable to operate Company vehicles.

Working Condition

• Ability to pass criminal, drug, and driving screening.
• Ability to work outside in inclement weather and be exposed to dirt, debris, and odors.
• Ability to work any time or day of the week, including weekends and holidays.
• Possess a valid driver’s license and maintain a good driving record.
• Must obtain and maintain a security clearance, including a National Agency Check with Inquiries (NACI) investigation.
