General Function
- Demonstrate an understanding of DoD acquisition processes and use analytical methods to gather, analyze, and evaluate required program information.
- Assist in drawing conclusions and devising solutions to improve acquisition effectiveness and compliance.
- Support the development of acquisition documentation, work measurement studies, cost studies, and workload impact analyses.
- Provide support for key acquisition events such as System Requirements Reviews (SRR), Preliminary Design Reviews (PDR), Critical Design Reviews (CDR), Test Readiness Reviews (TRR), and others.
- Assist with contracting processes, including pre-award and post-award actions and ensure compliance with acquisition regulations.
- Help establish databases and develop key program metrics, integrate risk management strategies, and support program briefings and reporting.
- Assist in tracking program progress, providing written and oral recommendations to management, and supporting the organization and management of program lifecycle activities.
- Assist with the integration of intelligence and infrastructure for cross-enterprise capabilities planning and system acquisition.
- Support the development and integration of capability planning processes within the Air Force Materiel Command (AFMC) and Air Force Space Command (AFSPC).
- Facilitate High Powered Teams (HPTs) and participate in the review of capability requirements to ensure interoperability and alignment with other Air Force capabilities.
- Assist with managing key program aspects, including cost, schedule, performance, and technical documentation for systems/subsystems in development, production, and deployment.
- Support the development, analysis, and maintenance of schedules and metrics, applying Earned Value Management (EVM) principles.
- Provide technical scheduling guidance to the Government Program Manager (PM) and Program Executive Officer (PEO).
- Assist in developing Integrated Master Schedules (IMS) and applying scheduling tools (e.g., Microsoft Project, Open Plan Professional, DelTek) for program execution.
- Track and report the health of schedules, identify critical paths and risks, and provide recommendations for schedule improvements.
- Provide informal training to team members on scheduling tools and practices.
- Participate in program reviews, providing support for executive, readiness, technical, and budget reviews.
- Assist with program execution, tracking milestones, and ensuring the alignment of financial resources and schedules to meet program goals.
- Provide support for document preparation, including Data Item Descriptions (DIDs), Contract Data Requirements Lists (CDRLs), and various acquisition documentation.
- Assist in the development and staffing of requirements documents, including Capability Development Documents (CDD), Capability Production Documents (CPD), and Concept of Operations (CONOPS).
- Support the implementation of capability-based planning processes, facilitating collaboration between AFMC, AFSPC, and other agencies.
- Interface and coordinate with various USG organizations (e.g., headquarters, major commands, test agencies) to support program objectives.
- Assist in the resolution of programmatic issues by interfacing with Air Staff, Air Force Major Command, and DoD personnel.
QUALIFICATIONS:
- MA Degree and at least 20 years of experience in the related field, 12 of which must be with the DoD, OR, BA Degree and at least 25 years of experience related to the position requirements, 15 of which must be with the DoD, OR, 30 years of directly related experience, 20 of which must be with the DoD.
- Must possess and maintain government security clearance at the Secret Level.
- Must be able to perform functional duties independently.
- Must be proficient in the use of Microsoft programs (including Excel, Word, Outlook)
- Must be able to transport self to various facility sites, as required. If using own motor vehicle, must possess a valid driver’s license and proof of insurance
