General Function
- Provide cost estimating, financial analysis, and support for earned value management (EVM) implementation and analysis on a variety of programs.
- Assist with preparation of financial management briefings, reports, and documents, including Notices of Supplies and Services Complete (NSSCs) and delivery reports.
- Support reconciliation efforts involving multiple Air Force organizations, DFAS, DoD contractors, and other agencies, tailoring existing procedures and developing improved methods.
- Assist with budget formulation, management, and financial analysis throughout the planning, programming, budgeting, and execution processes.
- Attend SA management reviews and other financial reviews, providing support as needed.
- Assist with financial analysis, including narrative justifications for quick-turnaround budget exercises.
- Prepare financial documentation for quick-response exercises.
- Support financial management for program documentation, including program management plans, baselines, and risk assessments.
- Assist in performing performance analysis on Cost Performance Reports (CPR), Cost/Schedule Status Reports (CSSR), and Contractor Cost Data Reports (CCDR).
- Support integrated baseline reviews, surveillance reviews, and project risk assessments.
- Apply knowledge of DoDD 5000.1/DoDI 5000.02, DoD Financial Management regulations, Air Force AFI 65 series, and DFAS guidance to prepare financial documentation and resolve financial management effectiveness issues.
- Assist in the preparation and maintenance of program budgets and tracking documentation.
- Assist with the reconciliation of funds, Unliquidated Obligations (ULOs), Negative Unliquidated Obligations (NULOs), and year-end closeout activities.
- Assist in the management of program financial risks by identifying cost and schedule risks in development and procurement programs.
- Ensure compliance with FAR, DFARS, AFFARS, and other applicable regulations and guidance while supporting audits as required.
QUALIFICATIONS:
- MA Degree and at least 10 years of experience in the related field, 5 of which must be with the DoD, OR, BA Degree and at least 12 years of experience related to the position requirements, 5 of which must be with the DoD, OR, 15 years of directly related experience, 8 of which must be with the DoD.
- Must possess and maintain a government security clearance at the Secret Level.
- Must be able to perform functional duties independently.
- Must be proficient in the use of Microsoft programs (including Excel, Word, Outlook)
- Must be able to transport self to various facility sites, as required. If using own motor vehicle, must possess a valid driver’s license and proof of insurance
