Position Description

  • Ability to apply expertise to both Foreign Military Sales (FMS) and S. Air Force (USAF) systems, subsystems, equipment, and services. This includes procurement activities, post-award management, and the full life cycle of acquisition and logistics management.
  • Expertise handling procurement activities (from pre-award to post-award), managing projects and programs, and overseeing life-cycle acquisition processes for systems and equipment.
  • Ability to perform all tasks in a manner that supports the overarching goals and mission of the Directorate. This implies that the contractor’s team must be adaptable to changing needs while ensuring adherence to policies and procedural guidelines.
  • Knowledge of qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency, and productivity of acquisition programs
  • Knowledge of support activities that assist the program manager in assessing what programs are within schedule and cost baselines and be able to recommend viable solutions to problems as well as the pursuit of alternative courses of action
  • Capability to effectively communicate orally and in writing, providing quality acquisition and program documentation, e.g., briefings, documents, and plans
  • Abilities to plan, research, analyze and assess system acquisition in terms of development, production, and deployment of weapon systems and associated equipment
  • Efficiently formulate plans and recommend effective strategies in meeting cost, schedule, and performance objectives
  • Abilities to support and develop acquisition reports, including statutory and regulatory reports, e.g., Defense Acquisition Executive Summary (DAES) or Monthly Activity Reports (MARs)
  • Abilities to support program management reviews, senior level meetings/reviews and Integrated Master Plan (IMP)/Integrated Master Schedule (IMS) reviews
  • Abilities to support and develop various briefings/schedules of program status and acquisition tasks to senior management
  • Abilities to apply an understanding of DoD and AF Program/Project analysis to plan, organize, complete and present assessments of program/project activity management concepts, analyses, studies and procedures to senior leadership. The Contractor shall evaluate implications of existing or proposed projects, programs, processes, and policies/laws and recommend improvements to the Government point-of-contact (POC)
  • Abilities to assist the PM and Acquisition Team in the planning and organizing of program management activities, and/or analyses the efforts of a group of specialists, and/or advising on and performing work related to program management
  • Abilities to plan, organize, complete, and present assessments of program management concepts, analyses, studies, and procedures
  • Abilities to assist in acquisition strategy planning, pre-award and post-award document preparation, and milestone planning, tracking, scheduling, briefing preparation, staff coordination, and decision documentation preparation
  • Knowledge to interface and coordinate with lateral USG organizations, i.e., headquarters, major commands, aircraft wings/squadrons, test agencies, and USAF Centers or other external agencies as required to accomplish assigned tasks
  • Abilities to assist with the resolution of programmatic issues, i.e., interfacing/querying Air Staff, Air Force Major Command, and Department of Defense personnel. The contractor shall document the status, decisions, and open actions to be resolved because of inquiries, and deliver executive-quality products to the PEO/Deputy
  • Abilities to establish and maintain databases and assist in the development and analysis of key program metrics, assist in developing and integrating risk management plans and strategies and support program briefings
  • Abilities to develop, report, and maintain schedules and metrics that are needed to track program status; have a working knowledge of, and be able to effectively apply Earned Value Management (EVM) principle to evaluate and report program health and status

Qualifications

Education/Certifications/Experience/Skills:

  • MA in a related field and ten years of experience in the respective technical / professional discipline being performed, five years of which must be in the DoD, OR, BA in a related field and 12 years of experience in the respective technical/professional discipline being performed, five of which must be in the DoD, OR, 15 years of directly related experience, eight of which must be in the DoD.
  • Must possess and maintain a government security clearance at the Secret Level.
  • Must be able to perform functional duties independently.
  • Must be proficient in the use of Microsoft programs (including Excel, Word, Outlook).
  • Must be able to transport self to various facility sites, as required. If using own motor vehicle, must possess a valid driver’s license and proof of insurance.
  • Must be proficient in the use of Microsoft Office Applications and other standard applications.
