The Outreach and Engagement Program Manager (OEP Manager) is a member of the Leadership Team and reports to the Clinical Director. The OEP Manager is accountable for ensuring smooth and efficient clinical operations that facilitate the delivery of the highest quality care for our clients and their families. The OEP Manager will manage and coordinate substance use services within the community and has direct management and accountability for the success and operations of services provided at St. Francis Hospital, Evanston Township High School, the Second Changes Program at Skokie Courthouse, The Evanston Living Room, and Connections for the Homeless. The OEP Manager plays a key role in building and maintaining positive relationships with community partners.
The Outreach and Engagement Program Manager has knowledge and experience with evidence-based substance use services, program development and implementation, staff development, training and supervision, and relationship building. The OEP Manager provides administrative assistance and project management, as needed, by the Clinical Director. The OEP Manager directly supervises clinicians and interns, works cooperatively with clinical staff and members of the Leadership Team, and serves as a contact for external partners.
Job Duties:
- Ensure the Clinical Director is kept abreast of all aspects of program operations.
- Evaluate and recommend to the Clinical Director the needs for the delivery of services, recruitment, interviewing and hiring to fulfill program needs and staff assignments.
- Complete performance appraisals and manage employee relations.
- In collaboration with the Clinical Director, identify and develop partner and referral relationships with external organizations/providers/community groups.
- Initiate outreach, build, and maintain connections/relationships with key individuals and groups in the community and especially those who belong to the behavioral health provider community.
- Manage grant funded clinical initiatives and ensure delivery of services and appropriate and timely reporting.
- Represent PEER during networking and educational opportunities and promoting the positive reputation of the organization.
- Build and maintain strong working relationships with PEER staff and supervisors, as well as external contacts.
- Meet monthly with established partners to manage partnership, referrals and troubleshoot any impediments that arise.
- Collect and provide accurate billing, productivity and other data/information for accurate financial record keeping and reporting.
- Assist clinicians in ensuring quality assurance and compliance across all clinical programs.
- Oversee the clinical practice standards across all programs to ensure they are consistent with the organization’s mission and accreditation standards.
- Assist with regular review and updates to program-specific Policies and Procedures.
- Provide clinical supervision to Recovery Support Specialists and clinical staff.
- Train and mentor new staff members.
- Schedule and conduct staff meetings and trainings.
- Conduct weekly team case review sessions.
- Provide psychotherapy, group therapy and case management to a small caseload of adults and adolescents.
- Assist Clinical Director with program budget development.
- Work on special projects as assigned by Clinical Director.
Qualifications:
- Minimum of 3-5 years clinical experience (may include clinical internships).
- Master’s degree in counseling, social work, family therapy, psychology or related field and licensed in Illinois as a Clinical Psychologist, LCSW, LCPC, or LMFT.
- CADC, CMADC or CSADC Certification, a plus
- Ability to work on multiple projects simultaneously, to set priorities and meet deadlines.
- Demonstrated familiarity with billing software, MIS systems and Electronic Health Records.
- Demonstrated familiarity of Rule 2060, a plus.
- Experience with DHS/SUPR, township or private grants, a plus.
- Commitment to Harm Reduction and Trauma-Informed care with openness to explore 12-Step based facilitation to individualize the treatment experience.
- Must be able to adjust schedule as needed to meet with community partners and as needed by the program needs.
- Must own a vehicle with insurance and willing to work out of Evanston and travel to program sites and events.
- Cannot have been convicted of any felony or had any subsequent incarceration for at least two years prior to the date of employment.
