Pegasus Support Services, LLC is seeking a highly qualified Proposal Manager with a proven track record of developing, managing, scheduling, editing, and producing winning multi-volume federal proposals. The ideal candidate will have significant experience with GSA and DoD service contracts, particularly in facilities operations, maintenance, logistics, and support.
Responsibilities
- Working with the capture team to qualify and determine pursue and bid decisions on upcoming business development opportunities.
- Hands-on proposal management of assigned pipeline opportunities through the entire business development life cycle: planning, development, and post-submission.
- Coordinating and leading all aspects of proposal development, including but not limited to, pre-proposal planning, kick-off meetings and other presentations, value proposition conveyance, theme development, timeline/schedule creation and management, action/issue tracking, proposal outline development, compliance oversight, work assignments, team guidance, color reviews, production oversight, and updating content libraries. Managing all necessary revisions to schedules, outlines, and compliance matrices.
- Writing clear, persuasive, and articulate proposal content, as needed. Translating complex ideas into easily understandable text.
- Collaborating with capture managers, subject matter experts, solution architects, and proposal writers to refine proposals and ensure accuracy, compliance, consistency, quality, and a reflection of win strategies.
- Working with the contracts and pricing leads to manage pricing milestones, ensure compliance, and communicate changes and updates to the team.
- Managing color reviews of written proposal volumes including, but not limited to, scheduling meetings, preparing and distributing materials, in-briefing and debriefing reviewers, and ensuring all comments are reviewed and resolved.
- Delivering completed proposals including final document review, advanced editing and formatting of documents for content and format, and ensuring documents comply with proposal instructions as well as corporate style and brand guidelines.
- MINIMUM QUALIFICATIONS:7 years of progressive experience in business development/proposal development (writer, section lead, volume manager, etc.).
- 3 years of a proven track record as a proposal manager (from beginning to end of the proposal process) for winning multi-volume proposals valued from $10 million to $200 million annual value.
- In depth understanding of the federal government’s Request for Proposals and Request for Quotes formats.
- Understanding of FAR and DFAR.
- Demonstrated ability to work effectively and efficiently on multiple projects with competing deadlines and changing priorities.
- Ability to foster cross-departmental support for BD initiatives.
- Experience in technical writing and following AP style guidelines.
- Proficiency in all Microsoft Office applications.
- DESIRED QUALIFICATIONS:4-year degree from an accredited college or university (May be substituted with additional years of applicable experience).
- Military Veteran.
- Experience with the development of proposal volumes—including management and technical solutions, quality plans and staffing plans—to support the overall win strategy.
- Experience with Federal Government services contracts such as Base Operations and Support (BOS); Facilities Operations & Maintenance (O&M); logistics, including material maintenance, supply/warehousing, transportation/motor pool; range operations and maintenance; airfield operations, etc.
- Prior government/military service in core business areas of facilities operations & maintenance, logistics, civil engineering, public works, etc
Salary : $75,000 - $95,000
