Overview:

The successful candidate will be the subject matter expert relating to regulatory compliance at both Pembina’s Facilities Business Division and Pipeline Business Division. The Specialist role will be responsible for effectively supporting operational compliance activities of gas and liquids pipelines in the US. This position will be responsible for ensuring compliance with 49 CFR 191 (Transportation of Natural and Other Gas by Pipeline: Reports), 49 CFR 192 (Transportation of Natural Gas and Other Gas by Pipeline), 49 CFR 194 (Response Plans for Onshore Oil Pipelines), 49 CFR 195 (Transportation of Hazardous Liquids by Pipeline), and 49 CFR 199 & 40 (Drug & Alcohol Testing) by validating that all regulatory pipeline requirements are met. The Specialist will interface with internal functions supporting the entire lifecycle process of design, construction, and operation of regulated pipelines in accordance with State and Federal regulations. In addition to internal relationships, the individual will serve as a liaison between Pembina/Aux Sable/Alliance/Vantage/Cochin and regulatory agencies associated with pipeline compliance. This interface is critical in maintaining accurate and consistent communications between Pembina/Aux Sable/Alliance/Vantage/Cochin and regulatory agencies.


The role of Specialist, Regulatory - US can be located at one of the following locations: Palermo, ND, - Valley City, ND, - Minot, ND, - Jamestown, ND, - Maquoketa, IA, - Charles City, IA, - Channahon, IL, - Herscher, IL, and will report to the Manager, Regulatory & Environment, US Operations.


Specific responsibilities include, but are not limited to:

  • Conduct assurance activities to ensure that Pembina operated pipelines are meeting all required regulations specifically CFR 191, 192, 194, 195, 199, and 40.
  • Monitor and communicate relevant regulatory change to ensure that internal standards and practices reflect updated regulatory requirements.
  • Facilitate and coordinate the integration of the remaining Pembina/Aux Sable/Alliance Safety Programs
  • Company Subject Matter Expert (SME) for the US Operator Qualification (OQ) Program and act as the liaison between third party vendors (EWN/ISN) managing OQ records and training content
  • Review and revise internal standards and procedures related to pipeline safety programs as well as supporting procedure effectiveness reviews per CFR 191, 192, 194, 195, 199, and 40 requirements.
  • Complete annual PHMSA/DOT reports and NPMS submissions for gas and liquid lines.
  • Manage PHMSA/DOT audits and inspections and coordinate any required corrective action and follow-up.
  • Support Pipeline/Project Engineer in completing annual pipeline risk assessments.
  • Support internal compliance audits and inspections, manual updates, manual training, records collection, and HCA annual updates.
  • Provide support for the Control Room and Fatigue Management programs.
  • Provide support for Emergency Management, including exercises
  • Provide incident and emergency response support as required
  • Expectation of complete confidentiality on all business matters; and
  • Other duties as required from time to time by the US Regulatory Team.

Qualifications:

  • Bachelors degree and/or relevant experience
  • 10 years of directly relevant experience, including specific pipeline regulatory and/or environmental support;
  • Valid Driver’s License with a safe driving record;
  • Must have advanced computer skills including all Microsoft Office applications: Word, Excel, PowerPoint, and Outlook. SAP, FileNet and Intelex will be considered assets;
  • Able to quickly modify work priorities to meet unexpected and sometimes competing deadlines
  • Professionalism, discretion and strong interpersonal and telephone skills – the ability to bring a diverse team together and influence without authority is critical;
  • Practical, detail oriented, flexible, and dedicated team player who is also capable of working independently; and
  • Position requires regular travel to support operations within North Dakota, Minnesota, Iowa, Illinois, Indiana, Michigan and the Sherwood Park Control Centre (SPCC)


The successful candidate must be legally able to work in the country of the position. Final candidate may be required to undergo Pre-Employment Background Checks including a Criminal Record Check, Drug Screen (which includes testing for marijuana metabolites), and Fit for Duty Exam.
