PEMEX Deer Park is a highly complex refinery located 18 miles east of Houston in Deer Park, TX, and is a part of the PEMEX group which is a fully integrated oil company in the Americas, working across the entire value chain : exploration, production, industrial processing / refining, logistics and marketing. PEMEX Deer Park provides a diverse and inclusive work environment that employs approximately 1000 employees with another 1200 contractors on site. The refinery’s rated capacity is 340,000 barrels per day and has the feed flexibility to process multiple grades of crudes to produce the high-quality transportation fuels the world needs. The PEMEX Deer Park site is co-located with other 3rd party chemical facilities allowing for further integration and optimization of the refinery and its products. Job Purpose :

The Laboratory Manager leads a dynamic team of staff and represented hourly personnel. Key aspects include :

  • Safety and Industrial Hygiene : Ensure the highest safety and industrial hygiene standards in all laboratory operations.
  • Data Quality Control and Standards : Maintain the highest data quality and integrity in analytical measurements with appropriate precision and accuracy to deliver value to the business.
  • Operational Alignment : Align laboratory operations with key stakeholders (e.g., Production and Process Engineering – Technology and Operations Support) to support the business's overall goals.
  • Resource Management : Oversee the optimal allocation of resources and assets.
  • Staff Development : Develop and mentor staff, fostering a culture of continuous improvement and professional development.
  • Strategic Planning : Develop and implement strategic plans for innovation and value delivery of the laboratory

Dimensions :

The role includes leadership dimensions, technical subject matter expertise, fuel product quality and regulatory dimensions, and contract management oversight.

  • Leadership :
  • Active member of the Senior Management Group (SMG), supporting business initiatives and priorities.

  • Active member of the Technology Leadership Team (TLT), working with the VP of Technology and the Process Safety, Process Engineering – Technology and Operations Support, Instrumentation & Process Control, Process Engineering – Projects and Studies managers to ensure broad technical programs that support the business.
  • Lead the laboratory organization, comprising 26 personnel, including 17 Testers (represented employees) and nine (9) staff members, with an average annual operating budget of $9.8 million. Manage two (2) direct reports, the Laboratory Supervisor and the Process Chemist, providing leadership and technical assurance over the organization's short- and long-term delivery.
  • Technical expertise :
  • Provides technical assurance for Laboratory Technology, Process Chemistry, and Product Quality / Regulatory dimensions.

  • Serves as the Category Business Delegate for the Nalco Water & Process Services Contract, supporting day-to-day contract management needs, service and spending performance, and focal point for the business.
  • Accountabilities and Responsibilities :

  • Ensure Safety & Industrial Hygiene excellence in lab operations by maintaining robust safety and industrial hygiene standards through audits, site and departmental orders, and industry standards. Partners with Safety, Emergency Response, Industrial Hygiene, and Medical teams.
  • Ensure robust Quality Assurance of data / results generated for quality, accuracy, and precision. Validates that methods meet ASTM or equivalent standards. Establishes a quality management system that is aligned with ASTM D-6299.
  • Aligns laboratory organization with needs of Production, Process Engineering – Technology and Operations Support, Environmental, Pressure Equipment & Integrity, and Economics and Scheduling (E&S) to deliver value to the business. Sets annual goals that meet business, Technology, and key stakeholders’ objectives (e.g., laboratory analyses for feedstocks, intermediate streams, and products).
  • Oversees the optimal allocation of laboratory resources, including four (4) buildings and their infrastructure, instrumentation, and associated equipment. Prepares and owns delivery of the annual departmental budget.
  • Develops and mentors staff, fostering a culture of continuous improvement and professional development while ensuring an appropriate and viable succession plan exists.
  • Develops annual goals and monitors performance throughout the year. Implements strategic plans for future delivery (e.g., instrumentation, capabilities, capacities, and facilities). Stays abreast of Fuels regulatory requirements, industry standards / trends, emerging technologies, and business opportunities.
  • Key Qualifications :

  • Minimum Bachelor of Science (BS) degree in Science or Engineering. Preferred degrees are BS in Chemistry or Chemical Engineering.
  • Required Experience :

  • 10 years of experience in the Refining or Petrochemical business.
  • Strong leadership skills with prior supervisory / management experience.
  • Strong written and verbal communication skills with a demonstrated ability to distill complex topics into simple, practical terms.
  • Strong problem-solving / root cause analysis skills.
  • Beneficial Experience :

  • Experience in manufacturing or R&D laboratory operations.
  • Advanced knowledge and experience with process chemistry, analytical chemistry, and product quality management. Strong knowledge of laboratory procedures, equipment, and safety systems.
