PEMEX Deer Park is a highly complex refinery located 18 miles east of Houston in Deer Park, TX, and is a part of the PEMEX group which is a fully integrated oil company in the Americas, working across the entire value chain : exploration, production, industrial processing / refining, logistics and marketing. PEMEX Deer Park provides a diverse and inclusive work environment that employs approximately 1000 employees with another 1200 contractors on site. The refinery’s rated capacity is 340,000 barrels per day and has the feed flexibility to process multiple grades of crudes to produce the high-quality transportation fuels the world needs. Job Purpose : The PEI Engineer will provide technical support across the Refinery production areas to sustain stable operations, assure plant changes, plan for maintenance outages, and implement value-add capital projects.

Accountabilities and Responsibilities :

  • Provide technical support to develop design requirements for plant changes and projects within the Pressure ( / Static) Equipment engineering discipline. Assure that plant changes and projects are designed in compliance with applicable regulations, industry codes & standards, and Company best practices & site-specific requirements.
  • Participate in various phases of plant change management and project meetings to support work scope development, design, hazard analysis, installation, and commissioning of pressure equipment. Ensure that pressure equipment, specified during plant design changes and projects, is designed, fabricated, and installed in a technically acceptable and cost-effective manner. Review and provide approvals for related Management of Change (MOC) tasks.
  • Develop, review, and approve specifications, procurement inquiry packages, and vendor submittals to verify that all technical requirements have been properly met. Ensure that pressure equipment (and materials used to fabricate pressure equipment), including pressure vessels, relief devices, piping components, valves, insulation, and refractory are purchased from technically approved counterparties (per the Company’s approved vendor / supplier list).
  • Provide technical guidance and troubleshooting support to inspectors and production team members in the areas of fired equipment (incl. heaters, burner management systems, flares, thermal reactors, boilers, and incinerators) and unfired heat transfer equipment (incl. heat exchangers, air-coolers, and air-preheaters).
  • Perform engineering calculations (ex. bolted Joint integrity, pipe stress analysis, piping hydraulics, pressure vessel stress analysis, fitness for service assessments, basic reliability , etc.) Leverage own knowledge base, insights from other discipline engineering peers, and work with third-party consultants (as required) on delivering quality solutions.
  • Provide technical assistance and coaching to inspectors, planners, and maintenance coordinators during turnarounds and maintenance outages.
  • Represent company at technical conferences and industry forums to develop self and bring new learnings back to the Company.

Job Knowledge, Skills & Experience :

  • Must have legal authorization to work in the US on a full-time basis for anyone other than current employer.
  • BS, MS, or PhD in Mechanical Engineering with a minimum of 5 years related experience in the fields of Pressure ( / static) Equipment Engineering and Mechanical Equipment Integrity .
  • Practical working knowledge of Refinery work-processes, production unit configurations, process equipment, design engineering practices, and general project procedures is desired.
  • Knowledge of the concepts of Risk Assessment, Risk Based Inspection methodologies, Management of Change process, and Problem-Solving / Continuous improvement techniques.
  • Experience and proficiency with various applications like, CAESAR-II, PV-Elite, Compress, Nozzle Pro software, and FFS analysis tools. Prior experience with Sharepoint, SAP and Visio would be a plus.
  • Strong organizational skills with the ability to manage and prioritize multiple projects. Demonstrated skill in working with teams to achieve a common goal.
  • Strong verbal and written communication skills with the ability to interface with personnel from diverse backgrounds at all levels of the organization.
