PEMEX Deer Park is a highly complex refinery located 18 miles east of Houston in Deer Park, TX, and is a part of the PEMEX group which is a fully integrated oil company in the Americas, working across the entire value chain : exploration, production, industrial processing / refining, logistics and marketing. PEMEX Deer Park provides a diverse and inclusive work environment that employs approximately 1000 employees with another 1200 contractors on site. The refinery’s rated capacity is 340,000 barrels per day and has the feed flexibility to process multiple grades of crudes to produce the high-quality transportation fuels the world needs. Job Purpose :
The Reliability and Mechanical Engineering Manager has Responsibility, Accountability and Authority to :
- Enable the organization to improve reliability to achieve maximum unit availability and capability at optimal cost.
- Assure integrity and practice of Managing Threats and Opportunities (MTO) Risk Assessment Methodology to prioritize work properly
- Develop members of the Reliability, Reliability Centered Maintenance (RCM) Focal Points, Mechanical Engineer, and Rotating Equipment Teams.
- Ensure MTO work process is robust thru the Supervision of the Focal point and relationship with the process owner. Assure team’s delivery against commitments in MTO and quality of documentation of the threat.
- Ensure that the RCM work processes are functioning to optimize maintenance activities over the long-term in order improve reliability in a cost-efficient manner.
- Oversee the development and execution of the Site Reliability Improvement Plan and the Rotating Equipment Improvement Plan
- Provide the appropriate level of Rotating Equipment and Pressure Equipment technical support and assurance to Production Teams through the Mechanical Engineering organization. (Pumps, Fans, Blowers, Piping, Temporary repairs, etc.)
- Ensure the standards by which plant rotating equipment is inspected and maintained are consistent with company and industry practices and meet relevant legal requirements. These standards must also ensure that the plant is capable of meeting safety, environmental and reliability targets consistent with business strategies.Ensure that technical assurance is provided for all Rotating Equipment and that appropriate technical monitoring, evaluation, and mitigation plans are developed per Shell and Industry best practices.
