PEMEX Deer Park is a highly complex refinery located 18 miles east of Houston in Deer Park, TX, and is a part of the PEMEX group which is a fully integrated oil company in the Americas, working across the entire value chain : exploration, production, industrial processing / refining, logistics and marketing. PEMEX Deer Park provides a diverse and inclusive work environment that employs approximately 1000 employees with another 1200 contractors on site. The refinery’s rated capacity is 340,000 barrels per day and has the feed flexibility to process multiple grades of crudes to produce the high-quality transportation fuels the world needs. Job Purpose :

The Reliability and Mechanical Engineering Manager has Responsibility, Accountability and Authority to :

  • Enable the organization to improve reliability to achieve maximum unit availability and capability at optimal cost.
  • Assure integrity and practice of Managing Threats and Opportunities (MTO) Risk Assessment Methodology to prioritize work properly
  • Develop members of the Reliability, Reliability Centered Maintenance (RCM) Focal Points, Mechanical Engineer, and Rotating Equipment Teams.
  • Ensure MTO work process is robust thru the Supervision of the Focal point and relationship with the process owner. Assure team’s delivery against commitments in MTO and quality of documentation of the threat.
  • Ensure that the RCM work processes are functioning to optimize maintenance activities over the long-term in order improve reliability in a cost-efficient manner.
  • Oversee the development and execution of the Site Reliability Improvement Plan and the Rotating Equipment Improvement Plan
  • Provide the appropriate level of Rotating Equipment and Pressure Equipment technical support and assurance to Production Teams through the Mechanical Engineering organization. (Pumps, Fans, Blowers, Piping, Temporary repairs, etc.)
  • Ensure the standards by which plant rotating equipment is inspected and maintained are consistent with company and industry practices and meet relevant legal requirements. These standards must also ensure that the plant is capable of meeting safety, environmental and reliability targets consistent with business strategies.​​​​​​Ensure that technical assurance is provided for all Rotating Equipment and that appropriate technical monitoring, evaluation, and mitigation plans are developed per Shell and Industry best practices.

Dimensions :

  • Manage the Department Budget of ~$15 mln annually
  • Reliability people resources : Reliability Engineers, RCM focal points, Mechanical Engineers, and Mechanical Inspectors.
  • Designated Delegations of Technical Assurance and Authority by Engineering Manager
  • Accountabilities and Responsibilities :

  • Accountable for development and control of the department budget
  • Ensure adequate Rotating Equipment and Pressure Equipment technical support is provided to the Production Teams by the Mechanical Engineers.
  • Develop the site’s Reliability Strategy to close gaps in availability, capability and competence. The Improvement Plan / Strategy has oversight through the Operational Excellence Strategy Team
  • Ensure that the supervisors have a clear plan to develop their team members.
  • Assure technical support for the MTO work process including Bad Actor mitigation.
  • Assure Reliability Metrics are compiled and communicated as required for departmental, site, and Shell scorecards.
  • Equip individuals and teams in the knowledge, concepts, and skills to analyze and mitigate equipment failures
  • Provide causal learning resources for Reliability issues to the Production Teams
  • Ensure compliance and integration of MTO with other key work processes
  • Ensure progress and compliance with the RCM work process.
  • Develop competencies for discovering and resolving system failures impacting production
  • Ensure the Reliability Engineering Practices continue to develop, and they are applied consistently to meet business needs.
  • Develop the team as a leader in Deer Park in Root Cause Analysis and Continuous Improvement skills.
  • Ensure that development and management of work processes for rotating equipment necessary to achieve core purpose, including (but not limited to) management of change, escalation, equipment repairs and repair QA / QC, and Turnaround planning.
  • Ensure development of programs and strategies as needed to close any gaps between Deer Park work practices and Industry best practices.
  • Collaborates with the Rotating Equipment Supervisors for training, mentoring and development of the Rotating Equipment engineers, inspectors, discipline coordinators, crafts and operations.
  • Key Challenges :

  • Providing credible improvement plans that deliver expected reliability improvements while meeting cost challenge
  • Balancing resources to complete aggressive work schedules for RCM
  • Providing alignment in the Rotating Equipment discipline with Discipline Coordinators and Project Engineers in the Maintenance and Projects organizations.
  • Ability to manage interfaces across the organizations to assure effective Rotating Equipment engineering support and alignment on priorities and technical direction.
  • Key Qualifications :

  • Degree in Mechanical Engineering.
  • 20 years varied experience in Refining and / or Petrochemical environment (e.g. projects, maintenance, turnarounds, discipline).
  • Knowledgeable of Reliability, Pressure Equipment and Rotating Equipment Engineering Principles​​​​​​.
  • Prior line management experience.
