What are the responsibilities and job description for the Procurement Analyst/ Bilingual Spanish position at Pemex Procurement International?
OBJECTIVE
Responsible for handling all the activities related to the purchasing of goods and services for the customer, when the purchase is made by the buyer from a remote module, creating Supply Orders and Change Orders as requested and as needed, responsible for handling all the activities related to the purchasing of goods and services on behalf of the customer when the purchase is instructed to be made directly by PPI.
ESSENTIAL DUTIES AND RESPONSIBILITIES (include the following, other duties may be assigned)
· Expedite the proposals prepared by the vendors for the remote module’s purchasing process and for “price reference” purposes
· Provide support and information regarding the use, concept and benefits of parts, services, technology, equipment, and consumables framework agreements (strategic sourcing)
· Coordinate the solution of customer requests for information for framework agreement orders with the contract administrator and customer service
· Assist in the communication between vendors and customers to ensure the understanding of the requests for quote/ bid, purchase order terms and conditions, and requirements of the Procurement Laws and Regulations applicable to the customer
· Give advice and operating support to customer (buyers) on the operation of HITEC, preparation of Requests for Bid expedites of Quotations, Preparation of Comparative Charts, and Purchase orders (under framework agreements and traditional), as well as the use of the Purchasing Systems
· Forward requests for bid to vendors originating from the remote modules, receive proposals, and process them
· Generate requisition in the HITEC module, to create part number research request
· Receive, manage, forward, and formalize with the vendor the P.O. (purchase orders / change orders/supply orders) generated by client through the remote module of HITEC
· Expedite, obtain, and negotiate the receipt of guarantees and legal documentation required from the vendors for purchase orders placed by customer in the remote modules, Supply Orders and Change Orders created on behalf of the customer
· Negotiates the acceptance by suppliers of Pemex/ PPI standard terms and conditions in the purchase orders that are issued by the remote modules using the options included in the procurement guidelines and uses his/ her negotiation skills on each request
· Advice customer (buyers) in the selection of suppliers (sourcing), procurement procedures and product codes to define the best purchasing practice and strategy considering the Mexican Procurement Laws applicable to the customer
· Obtain the legal documentation required to justify sole sourcing (patents, trademarks, exclusive rights, etc.) from suppliers for those cases regarding specifics brands according to the customer needs
· Review, validate, and update reports used for follow-up and respond to clients regarding their purchasing processes
· Responsible to grant access to client’s users to the e-learning purchasing tool and HITEC once the e-learning course has been completed
· Support and maintenance the module users’ profile in HITEC
· Formalize the change orders/ supply orders/ external orders made and register the corresponding information in HITEC and corresponding files
· Expedite, receive, and manage the timely delivery to the customer of guarantees and Affidavit of no tax liabilities from the supplier for purchase orders placed
· Follow-up and keep information and documents pertaining to procurement activities updated in HITEC, corresponding reports and files
· Responsible for SISCEP activities related to his/her assigned procurement processes according to internal guidelines
· Follow-up and troubleshooting in the migration of supply orders between SAP to HITEC with support from IT when needed
· Perform tests to verify modifications or new applications in HITEC as requested by Procurement Manager or Procurement Coordinator
· Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations

REQUIREMENTS
Education Level:
· Four-year college or university degree in a technical or administrative field; or a minimum of six years in activities related to purchasing or related field
Years of Experience:
· Experience in activities related to purchasing preferred but not required.
Travel Requirements: 0% - 10% of the timein the United States, Mexico, or as required
Language: Fluent in English and Spanish
Special Requirements:
· Knowledgeable about the Mexican Procurement Law and Pemex Law
