PEMEX Deer Park is a highly complex refinery located 18 miles east of Houston in Deer Park, TX. It is part of the Pemex group, a fully integrated oil company in the Americas, working across the entire value chain: exploration, production, industrial processing/refining, logistics, and marketing. The refinery’s rated capacity is 340,000 barrels per day and has the feed flexibility to process multiple grades of crudes to produce the high-quality transportation fuels the world needs. The Pemex site is co-located with other 3rd party chemical facilities, allowing for further integration and optimization of the refinery and its products. As the Requisition-to-Pay (RTP) Buyer, you play a critical role in managing procurement activities, ensuring timely requisition-to-purchase order (PR-to-PO) processing, vendor management, and invoice resolution. Additionally, this role focuses on supporting Coupa requisitioning processes, catalog integrations with SAP, and training end users to optimize procurement tools. The ideal candidate will combine strong procurement expertise with hands-on experience in Coupa and SAP systems.

To thrive/succeed as the Requisition-to-Pay (RTP) Buyer, you should have:

• Bachelor's degree in Business, Supply Chain or a related field preferred.
• 3 years in procurement, supply chain or a similar role including experience with Coupa catalog management and SAP integration.
• Strong understanding of PR-to-PO processes, vendor management and invoice resolution.
• Proven experience in training and support end users in Coupa requisitioning and catalog usage.
• Strong analytical and problem-solving skills with attention to detail in troubleshooting procurement and system issues.
• Advanced proficiency in Excel (e.g., pivot tables, VLOOKUPs, data analysis).
• Excellent communication and interpersonal skills to collaborate effectively across teams and with vendors.

Your responsibilities as the Requisition-to-Pay (RTP) Buyer will include:

Core RTP Buyer Responsibilities:

• Process approved purchase requisitions (PRs) into purchase orders (POs) within defined SLAs.
• Two days for non-urgent and same-day processing for urgent requests; confirm delivery for urgent requests and follow up on non-conforming PRs twice weekly; escalate unresolved requisitions.
• Execute reporting, resolve items over 15 days old, document PO status and release manual POs three times daily.
• Resolve parked and blocked invoices to ensure timely vendor payment.
• Collaborate with vendors and internal stakeholders to maintain strong supplier relationships and support procurement operations.

Coupa-Specific Responsibilities:

• Own the Coupa interface to ensure seamless integration with SAP, including developing training materials, delivering workshops, train employees on raising requisitions and using the Coupa Storefront module.
• Lead Coupa and SAP integration testing, including PO creation, transmission and reconciliation workflows.
• Identify and recommend improvements to Coupa usage and catalog management processes.
