Job Description
POSITION SUMMARY
Serve as the Emergency Preparedness Coordinator and Safety Officer for the Pender Community Hospital District (PCHD) for general administration in planning, coordinating, maintaining, and updating the Hospital Emergency Management Plan including both internal and external event responses. Provide necessary project management and support for all emergency preparedness committee agenda items as needed.
Coordinate an environmental safety program to include facility safety rounding, hazardous material exposure education, facility safety and staff training to mitigate risk of safety incidents to staff, patients, and community members.
ESSENTIAL JOB DUTIES & RESPONSIBILITIES
- Participates and directs committees in relation to maintaining safety & emergency preparedness.
- Leads and organize both the Emergency Preparedness and Safety Committees
- Develops concepts, communicates ideas, and participates in committee discussions.
- Monitors and evaluates overall safety/emergency preparedness programs to ensure effective implementation and compliance for all PCHD Facilities.
- Coordinates training exercises and documents emergency drills for PCHD Facility staff to ensure readiness for various emergency scenarios
- Plans, develops policy and procedures, and educates staff related to the following programs:
Emergency Preparedness
- Conducts regular risk assessments to identify potential hazards and vulnerabilities within the district.
- Fulfills and implements the principles and concepts of NIMS/HICS.
- Participates in and develops after action reports for emergency preparedness drills and exercises
- Evaluates and improves emergency preparedness programs based on feedback and post-incident analysis.
- Reviews the Emergency Operations Plan annually for updates
- Acts as a liaison and assists with other municipalities, county, state, federal and other emergency management organizations.
- Serves as the primary point of contact for emergency preparedness communications, both internally and externally.
- Plans and conducts emergency preparedness exercises at least yearly that will test the Emergency Operations plan in conjunction with Public Health, County Emergency Management, Local EMS, and or RROMRS/NEMA.
- Participates in regional Nebraska Healthcare Coalition (RROMRS) activities and drills/exercises.
- Establishes and maintains MOU's with outside agencies and municipalities for disaster response.
- Acts as a liaison and assists with other municipalities, county, state, federal and other emergency management organizations.
- Serves as the primary point of contact for emergency preparedness communications, both internally and externally.
- Plans and conducts emergency preparedness exercises at least yearly that will test the Emergency Operations plan in conjunction with Public Health, County Emergency Management, Local EMS, and or RROMRS/NEMA.
- Participates in regional Nebraska Healthcare Coalition (RROMRS) activities and drills/exercises.

- Performance Improvement
- Observes and reports potential or process concerns and actively seeks resolution.
- Participates in department meetings and training opportunities to keep informed of changes affecting patient care and facility operations.
- Shares knowledge and expertise by participating in training for co-workers and orientation of new staff.
- Identifies and participates in PCHD committees, performance improvement, quality initiatives and other activities which support PCHD and department operations.
- Complies with the state and federal regulatory requirements related to the performance of PCHD operations and requirements of the PCHD Compliance Program, including but not limited to the Service Excellence Standards, PCHD Policies, Infection Control, Critical Access Hospital Conditions of Participation, and Federal and State of Nebraska regulations.
Safety
- Ensures completion of required OSHA recordkeeping and reporting.
- Stops operations and activities that could harm employees, visitors, patients, or equipment.
- Identifies opportunities to minimize workplace injuries, accidents, and health problems.
- Conducts employee training on applicable safety standards.
- Conducts safety inspections and audits to assess employee compliance with safety regulations.
- Reviews applicable accident and incident reports
Conducts regular risk assessments to identify potential safety hazards and vulnerabilities within PCHD.
Performs other duties as assigned
Experience and Skills
QUALIFICATIONS
Education, Experience:
- Bachelor's prepared education preferred.
- 1-3 years’ experience in health care, emergency management/preparedness, safety management, and/or Public Health preferred.
- Familiarity with OSHA regulations, environmental safety issues, and homeland security requirements.
- Certified, or plan for certification, in IS-100, 200, 700 & 800 within 1 year of hire.
Prior experience with National Incident Management System (NIMS) / Hospital Incident Command System (HICS), preferred.
