What are the responsibilities and job description for the Fleet Services Foreman position at Pender County Government?

Under general supervision, manages and leads fleet services by supervising, assigning, reviewing and participating in the work of staff responsible for providing fleet maintenance and repair services; and to perform a variety of technical tasks relative to assigned area of responsibility. Update administration staff regarding vehicle and equipment repair/maintenance; serve as a primary technical communications contact with service providers; make recommendations about replacement versus repair of vehicles and equipment; maintain and update of logs, records, and files. Provide highly responsible and complex administrative support to the Facilities and Fleet Director.

  • Manage, plan, and coordinate the services and activities of maintenance operations within the Fleet Division; recommend appropriate service and staffing levels; coordinate payroll with administrative staff.
  • Participate in the development and implementation of goals, objectives, policies, and priorities for Fleet services including the maintenance and repair of all light, heavy, emergency vehicles and equipment.
  • Identify opportunities for improving efficiency and effectiveness of service delivery methods and procedures; review with appropriate management staff; implement improvements.
  • Establish schedules and methods for providing fleet repair and maintenance services; implement policies and procedures.
  • Assist in managing/identifying warranty claims and accident repair costs.
  • Select. train, motivate and evaluate departmental personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.
  • Plan, direct, coordinate, and review the work plan for the Fleet division; meet with staff to identify and resolve problems; assign work activities, projects and programs; monitor workflow; review and evaluate work products, methods and procedures.
  • Participate in the development and administration of the Fleet Division annual budget; forecast additional funds needed for staffing, equipment, materials, and supplies.
  • Establish and monitor complete, accurate and accountable controls for all parts, supplies and tools used; direct the monitoring of and approve expenditures; recommend adjustments as necessary.
  • Serve as a liaison for the Fleet Division with other City departments, divisions, and outside agencies; respond to and resolve difficult and sensitive inquiries and complaints.
  • Conduct a variety of organizational studies, investigations, and operational studies; prepare and present staff report and other necessary correspondence; recommend modifications to fleet maintenance policies and procedures as appropriate.
  • Ensure the adherence to safe work practices and procedures; ensure training requirements are met; assume responsibility for any hazardous waste material or items used in the shop; coordinate hazardous materials training for fleet personnel; maintain appropriate training records.
  • Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of fleet maintenance and repair.
  • Perform other duties as assigned.

  • Operational characteristics, services and activities of a municipal fleet maintenance and repair program.
  • Materials, methods, practices and equipment used in the maintenance and repair of a wide variety of light and heavy automotive and other equipment.
  • Occupational hazards and standard safety precautions necessary in the work environment.
  • Tools, equipment, and procedures used in the overhaul, repair, and adjustment of vehicles and equipment.
  • Operating and repair characteristics of the entire range of County owned vehicles, equipment and fueling operations.
  • Organizational and management practices as applied to the analysis and evaluation of fleet maintenance services, policies and operational needs.
  • Modern and complex principles, practices and procedures of automotive and equipment maintenance and repair.
  • County and state purchasing procedures and policies.
  • Advanced principles and practices of budget preparation and administration.
  • Principles of supervision, training and performance evaluation.
  • Pertinent federal, state, and local laws, codes and regulations.
  • The geography of the County and surrounding areas.
  • Prepare and administer a budget.
  • Prepare clear and concise administrative and financial reports.
  • Develop and review vehicle and equipment specifications.
  • Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
  • Research, analyze, and evaluate new service delivery methods, procedures and techniques.
  • Respond to and resolve complaints and concerns related to fleet maintenance services.
  • Interpret and apply federal, state and local policies, procedures, laws and regulations.
  • Communicate clearly and concisely, both orally and in writing.
  • Ability to stand, walk, sit, bend, squat, climb, and use arm and hand movements 
  • Substantial lifting (up to 70 pounds) is required
  • Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
  • Ability to operate and use applicable automotive equipment, tools, and materials
  • Visual acuity to perform an activity such as: visual inspection involving small defects, small parts, operation of machines; using measurement devices; and/or assembly or fabrication parts at distances close to the eyes
  • Talking, hearing and seeing essential to the performance of the job.  
  • Common eye, hand, finger dexterity exists.  
  • Mental application utilizes memory for details, verbal instructions, critical thinking.  
  • Regular exposure to unpleasant and hazardous working conditions which includes exposure to noise and toxic chemicals including cleaning fluids, motor fuels, oils etc.
  • Must be flexible to work weekends, holidays, and during emergency situations

Minimum Qualifications  
  • Possession of a North Carolina driver’s license  
  • Preferred candidate with a bachelor’s degree from an accredited college or university with major course work in automotive and equipment maintenance and repair, engineering, public or business administration or a related field.
  • Four years of increasingly responsible experience in the maintenance and repair of all types of light/medium/heavy automotive and other equipment including two years of supervisory responsibility.
  • or an equivalent combination of education and experience.
  • Automotive Service Excellence (ASE) Heating and Air Conditioning Certification

  • Automotive Service Excellence (ASE) Master Technician
