What are the responsibilities and job description for the Permit Technician position at Pender County Government?

- Serves as customer service specialist, answers telephone and routes calls; takes requests for and schedules inspections; answers questions and takes complaints from homeowners and contractors.
- Receives and processes building, electrical, mechanical, plumbing, and other permit applications; reviews applications for accuracy; notifies appropriate parties regarding discrepancies and denials.
- Issues zoning, building, commercial and trade permits for various types of projects; verifies and issues certificate of occupancy and completion; receives and accounts for various revenues.
- Verifies compliance for flood and zoning ordinances; utilizes geographic information system for verification of zoning and flood plain boundaries; researches and prepares flood determinations.
- Reviews foundation surveys, elevation certificates and height verification.
- Assists with entering inspections into the system; calculates receipts and balances individual daily revenues collected.
- Maintains inventory of office supplies; troubleshoots problems and maintains office equipment.
- Prepares and maintains a variety of files and records; updates standard operating procedures and forms as required.
- Receives and processes incoming and outgoing mail.
- Other duties as assigned.
General knowledge of permit processing; general knowledge of real estate and building construction practices; general knowledge of standard office methods and procedures, business English, spelling and commercial arithmetic and office management; general knowledge of departmental programs, policies and procedures; ability to perform a considerable volume of detailed record work; ability to type accurately and at a reasonable rate of speed; ability to read and interpret scale from building plans; ability to read and interpret site plans, plats and flood maps; ability to establish and maintain effective working relationships with associates and the general public.
High school diploma or GED and minimal experience in general clerical work, customer service, or equivalent combination of education and experience. Associates/Technical degree preferred.
May require possession of or ability to acquire Zoning Official and/or Floodplain Manager certification within two years of employment depending on departmental assignment.
Valid driver's license in the State of North Carolina.
This position is a safety sensitive position and subject to random substance abuse testing in accordance with the Pender County Personnel Policy and Risk Policy.
This work requires the occasional exertion of up to 10 pounds of force; work regularly requires sitting, speaking or hearing, using hands to finger, handle or feel and reaching with hands and arms and occasionally requires repetitive motions; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
