General Definition of Work

Administers all county ad valorem tax and revenue functions, including billing, collections, real property appraisal, personal property appraisal, registered motor vehicles, business personal property, mapping, etc. Performs administrative and supervisory work in planning, organizing, and directing an effective and comprehensive tax collection, listing, assessment, and land records program for the county. Supervises all real estate appraisals, personal property listings, business listings, motor vehicle values, property mapping, personal property audits, real estate reappraisals, all tax collections for Pender County and all towns within the county. Research and develop new and revised procedures and computer program forms to meet changing needs and to improve departmental efficiency. Supervises professional, paraprofessional, technical and clerical personnel. Exercises considerable initiative and independent judgment to ensure the effectiveness of the tax program.

Essential Functions

  • Plan and direct the policies, procedures, and work of the county Tax Department.
  • Direct the collection and accounting for all real and personal property taxes; oversees granting exemptions and deferments.
  • Supervise department personnel; duties include instructing, assigning, and reviewing work, maintaining standards, acting on employee problems, appraising performance, selecting new employees, recommending promotions, discipline, termination, and salary increases.
  • Oversee and coordinate the tax listing, appraisal, assessment, mapping, revaluation, collections, and billing operations for the county, ensuring that real property ownership transfers are updated and documented; sees that completed tax abstracts are processed into tax bills.
  • Advise and assist the County Board of Commissioners on tax assessment matters.
  • Plan, direct, and coordinate the reevaluation program for the County.
  • Prepare and administer the annual departmental budget; oversee the provision of goods and services to the department by outside vendors.
  • Serve as clerk and advisor to County Board of Equalization and Review; defend tax appraisals before the Board of Equalization and Review and the North Carolina State Property Tax Commission.
  • Prepare projections for growth or decline of the county tax base and consults with the County Manager and Board of Commissioners concerning the fiscal impact of tax rate adjustments.
  • Attend seminars, conferences, workshops, classes, lectures, etc., as appropriate to enhance and maintain knowledge of trends and developments in the field of local tax administration; constantly reviews the North Carolina Machinery Act, North Carolina Supreme Court decisions on tax cases, and the North Carolina Attorney General's rulings on ad valorem tax matters; advise and consult with County Attorney on cases involving tax matters.
  • Set goals and determines strategies for carrying out the mission of the Tax Administration Department.
  • Receive and review summary reports, month-end reports, control totals, legislative reports, release refund reports, correspondence, etc.
  • Prepare and generate reports to include tax deferments, valuation and levy reports, account summary reports, motor vehicle reports, exempt property reports, real estate reports, personal property reports, public utility reports, memos, correspondence, etc.
  • Refer to policy and procedure manuals, codes/laws/regulations, state code reports, valuation and levy reports, accounts receivables, various publications, computer manuals, etc.
  • Operate a vehicle and a variety of office equipment, including a computer, copier, telephones, calculator, fax machine, digital camera, document imager, etc.
  • Interact and communicate with the County Commissioners, Board of Equalization and Review, Civic Groups, municipal officials, subordinates, other County department employees, County personnel, various outside professionals, and the public.
  • Assist interested persons with inquiries about property value assessments, explaining the process for arriving at property valuation.
  • Perform duties as necessary to enhance the department's public relations and community education program.
  • Performs other related duties as required.

Knowledge, Skills and Abilities, Education and Experience

Bachelor's degree in business administration, accounting, or a related field, and six to nine years of experience in tax assessment, appraisal, or collections, with one to two years of supervisory experience; or any equivalent combination of training and experience which provides the required skills, knowledge and abilities.

Completion of special training and certification by the North Carolina Department of Revenue as prescribed in the North Carolina state statutes.

Physical Requirements

This work requires the occasional exertion of up to 10 pounds of force; work regularly requires speaking or hearing, using hands to finger, handle or feel and reaching with hands and arms, frequently requires standing and occasionally requires walking, sitting, pushing or pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, operating motor vehicles or equipment and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).

Job Type: Full-time

Pay: $98,327.56 - $121,680.35 per year
