General Definition of Work
Performs skilled administrative support work listing taxes, performing appraisals, entering data, maintaining records and files, assisting the public, and related work as apparent or assigned. Work is performed under the moderate supervision of the Tax Assessor.
Essential Functions
Performs a variety of office assistance tasks in the appraisal, listing and billing of taxes.
Answers the telephone; assists callers and walk-in customers; answers questions; provides information; assists the public with the completion of standardized records and documents.
Receives citizen's inquiries, complaints and service requests and resolves them within the framework of established policies, procedures and laws and ordinances.
Appraises and lists personal property; discovers unlisted property; analyzes the application of solid waste fees to personal property and real estate; administers releases and refunds as necessary.
Performs all tasks and assignments necessary to assist the Tax Assessor to perform required duties.
Knowledge, Skills, Abilities, Education & Experience
General knowledge of tax appraisal, listing and billing programs, policies and procedures; general knowledge of standard office methods and procedures, business English, spelling and arithmetic; ability to operate standard office and data entry equipment; ability to make decisions relating to assigned operations in conformance with applicable laws and policies; ability to analyze appraisal problems; ability to prepare reports on system software; ability to establish and maintain effective working relationships with associates and the general public.
High school diploma or GED and minimal experience in general clerical work including some contact with the public, or equivalent combination of education and experience.
Possession of certification by the North Carolina Department of Revenue as Personal Property Appraiser.
Valid driver's license in the State of North Carolina.
Physical Requirements
This work requires the occasional exertion of up to 10 pounds of force; work regularly requires speaking or hearing, using hands to finger, handle or feel, reaching with hands and arms and repetitive motions, frequently requires standing and occasionally requires walking, sitting, pushing or pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, operating motor vehicles or equipment and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
