PenFed is hiring a (Hybrid) Vice President, Consumer Banking Business Control at our Tysons, Virginia location.  The primary purpose of this position is to ensure compliance with regulatory audit and quality requirements for Consumer Banking business units while aligning with established business goals. This role will partner, consult, co-own the First Line of Defense with the business and will be responsible for managing and overseeing related policies and procedures, change management, and vendor management functions across multiple locations within the consumer banking sector.
The incumbent will serve as the main contact for all internal and external audit and compliance requests, ensuring consistent execution of risk management and change management programs.
This role involves regular engagement with various business units and other first and second-line subject matter experts to assess risk exposure and the effectiveness of controls as part of an effective first line testing and risk management program.

 


Responsibilities

  • Identifying, assessing, monitoring, and reporting on all relevant risks associated with the assigned Consumer Banking business units.
  • Ensure the department conforms to consumer banking regulations including Federal and State as well as National Credit Union Administration, the Consumer Financial Protection Bureau, and the securitization market requirements.
  • Coordinate with Quality Control, business areas, and Three Lines of Defense with identifying issues, developing action plans, and executing action plans from issues that surface within internal or external audits.
  • Create business plans and budgets for the department and present to the senior leadership.
  • Coordinate with compliance, marketing, and other business units in coordination of marketing campaigns for acquisition and engagement.
  • Coordinate third party investor reviews, audits and set up within systems.
  • Serve as primary contact to respond to Audits from internal or external auditors.  Implement action plans from responses to Audits from internal and external auditors.
  • Provide system and operations recommendations related to business controls to promote continuous improvement of audit and compliance posture within consumer banking business.
  • Collaborate with Compliance and other departments within the credit union to meet strategic goals.
  • Oversee Consumer Banking related policies and procedures and establish change management processes to keep policies and procedures current.
  • Oversee Quality Assurance, Vendor Management, Audit, Policies and Procedures and Change Management.
  • Maintain expert knowledge of Consumer Banking industry and recommends changes to benefit the credit union, members, and staff.
  • Train and mentor existing and new employees on quality controls and developing a quality driven culture.  Actively engage in continual departmental process improvement.
  • Helps safeguard PenFed’s computer and IT systems by monitoring staff adherence of all security policies and related training for individuals managed by this role. Takes appropriate action working with IT Security and HR when necessary to address any security breaches.
  • Executes the Line of Business Risk Management program, identifying opportunities for enhancement where applicable. Enables line of business adherence with risk management programs.
  • Leads the design and development of the risk management program to meet business and regulatory expectations.
  • Executes the risk management programs within or across the lines of business (e.g. - business self-assessment/controls and quality reviews). May lead cross functional teams.
  • Provides risk expertise while working with the businesses and other risk partners (e.g., Compliance, Credit, Legal, Audit).
  • Leads or influences risk initiatives and business as usual activities. Identifies risk, assesses impact and makes recommendations on resolution. Reports and escalates risk and program compliance as appropriate.
  • Member Focused - Knowledgeable of the values and practices that align member needs and satisfaction as primary considerations in all business decisions and able to leverage that information in creating customized customer solutions.
  • Managing Risk - Assessing and effectively managing all of the risks associated with their business objectives and activities to ensure they adhere to and support PenFed’s Enterprise Risk Management Framework.
  • Ownership/Management of GRC/ISSUE Management on Archer. Consumer Bank Enterprise record across risk.

Qualifications

Equivalent combination of education and experience is considered.

  • Bachelor’s degree in business or a related field is required. Advance Degree or equivalent is preferred.
  • Minimum of fifteen (15) years’ of progressively responsible experience in Consumer Banking is required.
  • Minimum five (5) years of experience in a Director role
  • Minimum of five (5) years of direct management experience.
  • Experience in communicating with federal banking regulators, such as the Consumer Finance Protection Bureau or the National Credit Union Administration and assisting with regulatory examinations.
  • In-depth knowledge of the bank's risk management policies, guidelines, and practices, with a strong emphasis on first line execution.
  • Advanced coordination and technical knowledge while maintaining a solid grasp of technology risk, operational risk, and data movement frameworks, required.
  • Exhibit exceptional communication and relationship management skills.

Supervisory Responsibility

This position will supervise employees.

Work Environment

While performing the duties of this job, the employee is regularly exposed to an indoor office setting with moderate noise.

*Most roles require working in an office setting with moderate noise and the ability to lift 50 pounds.*

 

Travel

Travel to various worksites is required.
