Job Overview:

The Human Resources Manager will oversee both human resources functions and payroll processing for the organization. This includes managing recruitment, employee relations, compliance, and benefits, as well as ensuring accurate and timely payroll processing. They will actively foster a positive and inclusive company culture by promoting the company's core values, mission, and vision. The Human Resources Manager will play a key role in aligning HR and payroll operations with organizational goals and ensuring legal compliance in both HR and payroll practices.

Key Responsibilities:

  • Oversee the timely and accurate processing of payroll for all employees, including union and non-union members. Ensure proper wage calculations, including union-negotiated wages, overtime, and deductions.
  • Ensure compliance with local, state, and federal tax laws, including union-related tax filings, deductions, and benefits. Ensure correct processing of dues, union fees, and other union-related payroll deductions.
  • Maintain accurate payroll records, including employee hours, pay rates (union and non-union), benefits, deductions, and other payroll-related data.
  • Handle payroll-related inquiries, discrepancies, and corrections.
  • Monitor employee attendance and leave records, ensuring proper tracking of paid time off (PTO), sick leave, and union-specific leave policies.
  • Prepare and present payroll reports, including summaries of payroll expenses, tax filings, union-related deductions, and compliance reports. Provide recommendations for improving payroll efficiency and cost-effectiveness.
  • Maintain and update employee records, including union-related documentation, personnel files, tax forms, and benefits information.
  • Assist in managing HR-related data and generate reports on HR and payroll metrics for senior leadership, with a focus on union-related issues.
  • Ensure timely compliance with employment-related documentation and reporting requirements, including union agreements.
  • Ensure adherence to all labor laws, workplace regulations, and company policies. Maintain up-to-date knowledge of changes in employment law and ensure the companys practices remain compliant.
  • Administer and enforce collective bargaining agreements, ensuring adherence to union contracts.
  • Stay updated on labor laws and union-related matters to ensure compliance and best practices.
  • Oversee employee benefits programs, including health insurance, retirement plans, and other offerings. Manage enrollment, changes, and employee inquiries regarding benefits, and travel to company locations to present benefit updates to employees.
  • Work to promote a culture that values continuous learning, innovation, and leadership at all levels of the organization.
  • Provide ongoing training (both individually and in group settings) to leaders and managers on important policies, legal compliance, and best practices.
  • Manage the recruitment process, including job postings, candidate screening, interviews, and selection. Collaborate with department heads to ensure timely hiring and appropriate staffing levels.

Qualifications:

  • Bachelors degree in Human Resources, Business Administration, Accounting, or a related field. Relevant work experience in Human Resources, Payroll Management, or related fields may be considered in place of a formal degree.
  • 3-5 years of experience in HR management, payroll processing, or a combination of both.
  • Strong understanding of HR laws, payroll regulations, union contracts, and compliance requirements.
  • Proficient in HR software and payroll systems.
  • Advanced knowledge of payroll regulations, tax filings, and benefits administration.
  • Strong attention to detail, organizational skills, and ability to handle confidential information.
  • Strong analytical and problem-solving skills, with a focus on continuous improvement.
  • Excellent interpersonal and communication skills, with the ability to effectively collaborate with both HR and finance teams.
  • Ability to manage multiple tasks and meet deadlines in a fast-paced environment.

Preferred Skills:

  • HR certification such as SHRM-CP, PHR, or equivalent.
  • Payroll certification (e.g., CPP - Certified Payroll Professional) is a plus.
