Summary:

Responsible for the administration and compliance of employee health and welfare benefit programs that support all entities of UPHS. The Benefits Manager, Administration and Compliance, will monitor monthly flow and process for all benefits programs, helps propose enhancements or modifications to existing programs and is key stakeholder for benefit technical set up. Areas of oversight include medical, dental, vision, life insurance, short and long-term disability, health and dependent care spending accounts, employee and dependent tuition, and other miscellaneous benefits. This individual is a technical expert provides guidance to senior management on all employee benefits plan operations.

This position works under limited supervision and works directly with the Benefits Service team, HRIS, payroll, and other internal and external partners to ensure benefit plans and programs and operating smoothly. The individual will make decisions based on knowledge of UPHS benefit programs, regulatory compliance, and best practice: ensures compliance with federal, state and local legal requirements. Demonstrates excellent communication skills in writing, editing, and presenting. Requires significant professional discretion and independence.

Responsibilities:


  • Provides overall subject matter expertise and operational direction in all areas of employee benefit plans and responsibilities for UPHS
  • Oversees Benefit data and ensures benefit eligibility set up, life events, and status change events are set up consistent with policies and in compliance with ERISA, COBRA, and best practices for UPHS
  • Key stakeholder in all Benefit integration projects, benefit platform setup, testing, analysis of plan and program set up requirements, and efforts across the system. Makes recommendations and decisions as necessary.
  • Partners with Legal, HRIS, Payroll, Finance, and other stakeholders to ensure Benefit plans are running smoothly and in compliance.
  • Initiates and oversees ongoing audits to identify data and enrollment discrepancies, errors, and other issues that arise and ensure resolution.
  • Prepares or oversees preparation of ongoing reports of data, analyzes results, presents and explains findings to senior leadership. Recommends suggestions for resolution, change, or improvement.
  • Works directly with Benefits Service team daily for a number of critical functions: stay abreast of employee issues, data or enrollment issues, help investigate and resolve employee issues, communicate updates to Benefit plans, and help with other issue resolution in a timely manner.
  • Provides guidance and scripting to Benefit Service team ensure appropriate responses; directly intervenes when necessary to resolve escalated issues. Acts as next level escalation back up to Benefit Service Manager.
  • Assists with review and approval of benefit plan documents, participates is Benefit RFP and renewals, and assists with benefit contracts and insurance policy review.
  • Key stakeholder in annual enrollment project, ensuring that the Benefits Administration platform is set up correctly, thoroughly tested, and partners with external vendor(s), consultants, and internal teams to ensure plans are set up correctly within their system.
  • Manages health plan compliance and any project work associated with the Affordable Care Act such as managing the monthly process and ensuring files between UPHS, ADP, and ACA partner are maintained Handles miscellaneous Benefit Projects, tracks data and Key Performance Indicators for Benefit programs, and manages data and information requests from leadership
  • Performs duties in accordance with Penn Medicine and entity values, policies, and procedures


Credentials
:


  • SHRM-SCP License (preferred)
  • Certified Employee Benefits Specialist (preferred)

Education or Equivalent Experience:


  • Bachelor of Arts or Science (Required)
  • And 5 years Human Resources experience including benefits related experience (Required)
  • 3 years supervisory experience (Required)
