Summary:
Reporting to the Executive Director of HUP Cedar, the Director of Operations (DOO) maintains 24/7 accountability to provide strategic, operational, and financial leadership to HUP-Cedar Avenue campus. This role is responsible for delivering safe, effective, efficient, and service-oriented care /services to internal and external customers at HUP-Cedar. The DOO fosters strong relationships with internal and external stakeholders through being present, visible, and accessible to all departments and staff. The DOO maintains strong and collaborative relationships with The HUP Associate Chief Operating Officer and HUP Department Directors to ensure operational alignment and support across HUP locations. The HUP Cedar DOO is accountable for campus environment of care (EOC) including life safety, business continuity planning, regulatory preparedness, and compliance. Supports the HUP executive team in analyzing key performance indicators and uses that information as a framework for space planning and programmatic growth decisions. Works collaboratively with all departments to develop plans to meet operating and financial targets, grow patient activity, and prioritize capital requests. Responsible for creating standardized processes and a proactive approach to environment of care and operational needs. Responsible for fostering a positive workplace culture in the building and promoting the Penn Medicine brand in the local community and regionally.

Hospital Operations:
- Provide onsite operational leadership to the departments listed below:
o Food Services
o Patient Transportation
o Materials Management
o Physical Plant
o Security
o Radiology
o Pharmacy
o Clinical Nutrition
o Therapy Services
o Laboratory Services
o Patient and Guest Relations
o Spiritual Care
- Develop and maintain strong connections with HUP / UPHS operational leaders to ensure operational alignment and support of strategic initiatives
- Establish HUP-Cedar EOC committee, develop EOC rounding structure / schedule, and represent HUP Cedar on the HUP EOC Committee
- Maintain current understanding of relevant laws, regulations, and accreditation standards
- Develop / maintain robust policies and procedures that support safe, effective, efficient, and service-oriented care
- Coach, mentor, and develop department leaders
- Facilitate a highly collaborative and solutions-oriented culture to drive service, quality, and reduce variability
- Leverage process improvement methodologies and facilitation techniques to standardize administrative and patient care processes
Program Planning and Growth:
- Maintain a standard package of KPIs with regular reporting to the HUP Executive Team, and serve as an operational subject matter expert to advise the HET on strategic growth opportunities
- Review space utilization and develop plans to increase efficiency throughout the facility that reflect internal goals and alignment with external benchmarks
- Monitor and report on facility based performance metrics (such as volume, profitability, access, patient flow, and patient satisfaction) and analyze data to identify opportunities for improvement
- Develop in-depth knowledge of offerings across the HUP Cedar Campus to identify and drive profitable business opportunities.
- Provide HUP Cedar expertise in preparation of short term and long term strategic planning
- Assist in preparing business plans and budgets for new projects, manage and revise business plans and budgets as needed
- Work across Departments, Health System Service Lines, Corporate services and entity Finance team to support business development efforts
- Coordinate with marketing team to develop strategies to improve patient experience, outreach, and performance
- Develop a process for HUP Cedar budgetary needs, and support in the prioritization of capital requests
- Serve as a site lead for emergency management, environment of care, business continuity, and regulatory preparedness
Site and Facility Operations:
- Ensure that facility design, policies and procedures, staff and provider training are compliant with all Regulatory, Patient Affairs and Privacy policies and regulations, and consistent with all HUP policies, as may apply. Ensure facility meets all regulatory requirements and engage all department leaders in consistent survey readiness on an ongoing basis.
- Engage Human Resources and PMA partners in assessing the needs for on-going training (patient experience, IT optimization, scheduling and other work flows, etc.)
- Facilitate change management and ensure all departments are receiving the appropriate support.
- Create and maintain a culture that promotes collaboration, integration and innovation, and is focused on providing a superior experience for patients, providers and staff. Communicate patient satisfaction efforts and metrics to staff and faculty on a regular basis and spearhead efforts to improve performance in meeting and exceeding patient expectations.
Education or Equivalent Experience:- Bachelor of Arts or Science (Required)
- Master of Arts or Science (Preferred)
- 7 years hospital operations leadership experience5 years process improvement / change management expertise
