Position Description

Position Objective:
The Electrical Foreman is responsible for the execution of maintenance, repair, and testing of electrical power systems, communication infrastructure, signal systems, equipment, and lighting for County facilities. The Foreman supervises with decision-making authority for staffing and provides a variety of advanced level work related to the maintenance and repair of electrical systems including installation, preventative maintenance and service calls Must become acquainted with operational needs of facilities and responsible handle confidentiality, security and safety protocols associated with varying work environments.

Position Functions

Essential Functions:


  • Oversee the execution of maintenance, repair, and testing of electrical power systems, communication infrastructure, signal systems, equipment, and lighting for county facilities.
  • Ensures operational readiness of critical life safety and emergency systems through scheduled tests.
  • Tests emergency generators and batteries, including checking oil and water levels.
  • Oversees preventive maintenance of assigned systems in accordance with established schedules.
  • Ensures that electrical work in compliance with NEC and local regulations.
  • Maintains records of work performed.
  • Perform licensed electrician functions as necessary. Including emergency maintenance requests as required.
  • Interview and hire new team members, onboard, and train employees to ensure role responsibilities and expectations are clearly understood.
  • Lead and work alongside your team, set expectations, measure progress, provide ongoing feedback, and evaluate the performance of employees. Ensure work adheres to quality standards, deadlines, and proper procedures.
  • Recommend personnel, equipment and supply needs during planning and budgeting exercises.
  • Assign work orders in a manner to maximize efficiency.
  • Coordinate work team activities with other foreman and management personnel as necessary.
  • Supervise and coordinate the work of assigned personnel and outside vendors.
  • Responsible for requisitioning and maintaining inventories of maintenance materials, supplies, tools, equipment and vehicles.
  • Participate in “On Call” for a week at time on a 24-hour basis. The schedule is on a rotating basis between other maintenance staff as assigned.
  • Responsible for the removal of snow and maintenance of sidewalks, entrances, parking lots and driveways as necessary in assigned areas.
  • Other duties as assigned by Supervisor
  • Maintain compliance with all County policies and procedures

Qualifications

Education and/or Experience:


  • Licensed in the State of South Dakota as a Journeyman with 5 years’ experience on County systems or Journeyman with 8 years’ experience or as a Master Electrician.
  • High school diploma or GED preferred.
  • Contractor’s license preferred
  • Five years increasing responsibility in construction experience.
  • Two years successful supervisory experience.
  • A valid Driver’s License
  • Ability to understand and follow safety procedures.
  • Utilize a PC and the Microsoft Office Suite, including Word, Excel and Outlook, and an electronic work order and inventory management system.
Physical Requirements:
  • Ability to safely and successfully perform the essential position functions consistent with the ADA, FMLA, and other federal, state and local standards, including meeting qualitative and quantitative productivity standards.
  • Ability to maintain regular, punctual attendance consistent with the ADA, FMLA, and other federal, state and local standards.
  • Upper body strength is a requisite to lift, transport, position, put, install, remove a maximum of 50 lbs. unassisted; and lift, transport, position, put, install, remove a maximum of 80 lbs. with assistance.
  • Primary functions require sufficient physical ability and mobility to walk and stand for prolonged periods of time; frequently stoop, bend, kneel, crouch, crawl, climb, reach, and twist; push, pull, lift, and/or carry moderate to heavy amounts of weights; dexterity of hands and fingers to operate specialized hand and power tools and equipment; operate assigned equipment and vehicles.
  • Must be able to communicate clearly and effectively on telephone, in-person and in writing.

Additional Information

Working Environment:


  • Work is performed in both indoor and outdoor field environments; travel from site to site; exposure to all types of weather and temperature conditions. Work environment is informal, team-oriented, having both routine and variable tasks with variable pace and pressure.
  • Subject to calls to assist staff 24 hours a day, seven days a week including holidays and weekends.
  • Work performed in detention facilities, often within inmate cells or adjacent pipe chases. Work within a secure detention perimeter and around inmates requires strict adherence to security protocols.
  • Overtime hours may be required to meet project deadlines.
  • Some travel may be required for training and meetings.


Pennington County Benefit Summary
The following is a summary of benefits available to full-time and part-time benefited employees of Pennington County.
Heath Care Program
Health – Pennington County has a self-funded health care program for employees and their dependents. Health Insurance and Prescription Drug is covered through Wellmark (Blue Cross Blue Shield). Two plans are offered: a traditional PPO plan with co-pay structure and a high deductible plan with higher deductible/out-of-pocket maximums.
Dental – Dental coverage is provided through Delta Dental of South Dakota. 100% of usual and customary charges for preventive and diagnostic procedures are covered, after a $50 deductible per individual / $150 per family. Routine and restorative procedures, endodontics, periodontics, and major services are covered at 50%. There is an annual maximum of $1000 per individual. Orthodontics are not covered under this plan.
Prescription – The Health care program includes retail and mail order (90-day supply) prescription coverage, both requiring an affordable co-pay. Co-pays do not accumulate toward satisfaction of the deductible or co-insurance limit.
Note: Health care program coverage is effective on the 1st of the month following one complete month of employment. The program is available for employees and their dependents.
Life Insurance
Pennington County provides a $20,000 basic life insurance policy for every benefited employee. Optional supplemental life insurance can be purchased for employee, spouse, and dependent children.
Employee Assistance Program
Pennington County employees and family members may receive counseling services for issues relating to financial difficulties, marital and family distress, emotional problems, and alcohol or drug abuse. Generally speaking, as many as three visits annually are provided at no charge. Services are confidential.
Retirement Plan
Pennington County is a member of the South Dakota Retirement System (SDRS). The employee contributes 6% (8% for public safety) of gross wages. The contribution is matched by the County. Upon separation from employment with Pennington County, individuals who are fully vested in SDRS (three years of contributory service) have the right to receive a monthly lifetime retirement benefit at retirement age.
Employees may choose to save additional funds toward retirement on a pre-tax basis through the SDRS supplemental retirement program. Other SDRS benefits include long term disability, family, and spouse benefits.
Supplemental Insurance
AFLAC offers various supplemental insurance policies for employees and family members. These policies are portable and guaranteed renewable. Premiums are deducted from payroll.
Paid Time Off
Vacation – Vacation time accrues per pay period at the rate of 3.077 hours for new employees with incremental increases based on years of service. Maximum hours of accumulation apply.
Sick Leave – Sick leave accrues at the rate of 3.077 hours per pay period. Employees may use up to 80 hours of available sick leave annually for other designated reasons. Sick leave separation benefits are available after 10 years of employment.
Holidays – Employees are eligible for up to 11 paid holidays per year.
All Paid Time Off benefits are prorated based on the number of hours worked or benefit time taken in a pay period for all benefited employees.
