What are the responsibilities and job description for the Collections Supervisor position at Pennsylvania Employees Benefit Trust Fund?
The Pennsylvania Employees Benefit Trust Fund (PEBTF), administrator of health benefits for Commonwealth of Pennsylvania employees and retirees, has an immediate opening for a Collections Supervisor.
This position reports to the AR & Collections Manager and is responsible for planning, organizing and maintaining records, as well as collection and disbursement of all funds related to the collections function.
The Collections Supervisor manages the Collection unit’s attempts to obtain funds due to the PEBTF and keep cash flowing by working with past-due account holders. This position attempts to work out an alternate plan for those who hold delinquent accounts, offering small payments over a longer period of time. In addition, this position oversees the Workers Compensation and Subrogation processes.
The successful candidate will possess the ability to:
- Develop/implement a Collections strategy which is aligned with the corporate mission, values and strategy and translate these concepts into action through policies, programs, and processes related to meaningful information to make appropriate management decisions.
- Communicate, in partnership with Senior Management, a clear mission, strategy and values which will ensure employee ownership for fiscal responsibility and customer service.
- Act within the scope of authority and consistent with Fund objectives, guidelines, policies, and practices.
- Monitor performance of direct reports and provide prompt and objective coaching and counseling.
- Ensure that the PEBTF’s management principles, policies, and programs are consistently applied. In conjunction with the Human Resources Director, approve progressive discipline actions initiated by direct reports.
- Support the implementation of department goals, objectives, policies and operating procedures.
- Ensure compliance with HIPAA regulations and corporate Privacy and Security policies.
- Ensure that effective communications are maintained within the areas of responsibility.
- Conduct staff meetings on a regular basis.
- Ensure optimum performance of the function. Recommend/implement techniques to improve productivity, increase efficiencies, cut cost, take advantage of opportunities, and maintain state of the art practices.
- Keep abreast of current trends and practices in the Collections field.
- Supervise, support and train Collection staff in key responsibilities and tasks.
- Interview and select candidates for open positions.
- Perform other duties as assigned by PEBTF management
Manage the monthly collection processes such as:
- Creation/mailing of collection letters at established intervals.
- Make direct phone calls and send e-mails to customers that are past due.
- Authorize the mailing of final demand letters as required.
- Identify and turn accounts over to an outside collection agency.
- Recommend to the CFO all accounts that need to be written off to bad debt.
- Prepare reports, track/check settlement documents, disseminate checks, or audit the recovery process.
- Analyze departmental needs and assign personnel to meet the workload (e.g.: peak vs non-peak)
These skills, knowledge and experience are required:
- Bachelor’s degree in Accounting, Business Management or a related field or three to five years of relevant experience.
- Two to four years of experience managing staff.
- Superior spreadsheet skills (Excel).
- Proven track record of innovation, organizational awareness and staff development and empowerment.
- High regard for confidential information.
- Travel is negligible.

- Good keyboarding skills.
These are physical requirements for this position:
- Remaining sedentary for extended periods of time working with a computer & monitor (and headset) while communicating with members and business partners.
- Occasional movement of short distances within the facility.
- Ability to review information in electronic and paper formats.
These skills, knowledge and experience are preferred:
- Knowledge of Fund policies, procedures and operations (manual and automated).
- Experience with Business Central accounting software.
