The Pennsylvania Employees Benefit Trust Fund (PEBTF) administers health care benefits to active and retired Commonwealth of Pennsylvania employees and their dependents.
The PEBTF is seeking an experienced and motivated Information Technology Programmer Analyst to join our team. The ideal candidate will have knowledge of the healthcare insurance industry, strong technical skills, excellent interpersonal skills, and a proven track record of delivering results.
The successful candidate will possess the ability to:
- Collaborate with business leaders and external partners to gather, clarify, and document requirements for IT solutions.
- Design, develop, and maintain custom applications using .Net console applications, SSIS packages, stored procedures, and reporting tools to support business imperatives.
- Write efficient SQL queries to retrieve and manipulate data within the SQL Server database.
- Provide troubleshooting, root cause analysis, and corrective action ensuring minimal disruption to business operations.
- Analyze existing IT solutions to modernize, improve performance, and reduce technical debt through code refactoring and business process reengineering.
- Create and maintain documentation for applications and business processes.
- Provide technical support and training to stakeholders.
- Maintain processes, templates, and standards to improve the application development methodology.
- Perform other duties as assigned by PEBTF management.
These skills, knowledge and experience are required:
- Associate’s in Computer Science, Information Technology, or a related field.
- Two to Three years Programmer Analyst experience designing, developing, and maintaining custom applications in a Healthcare environment.
- Technical skills Required – Visual Studio; SQL Server Management Studio; C# Console Apps; SQL queries; stored procedures; SSIS; SQL Server database; SSIS; DevOps.
- Innovative mindset to drive continuous improvement.
- Skilled in active listening and stakeholder engagement, able to tailor communication to the audience.
- Ability to adapt to changing requirements and priorities.
- Ability to quickly learn the Fund’s unique business processes, applications, data, and people.
These are the physical requirements for this position:
- Remaining sedentary for extended periods of time working with a computer & monitor (and headset) while communicating with members and business partners.
- Movement throughout the facility.
- Ability to review information in electronic and paper formats.
These skills, knowledge, and experience are preferred.
- Additional Technical Skills - JavaScript frameworks; HTML; CSS; CI/CD; .net API’s; DocuWare.
- Experience with the HealthEdge Payer Application.
- Knowledge of the healthcare insurance industry, including medical terminology and coding.
Job Type: Full-time
Pay: $63,148.80 - $93,828.80 per year
