What are the responsibilities and job description for the Legal Counsel position at Pennsylvania House of Representatives, Democratic Caucus?
The Judiciary Committee Legal Counsel provides legal research, legislative drafting, and strategic advice on matters before the Judiciary Committee. This role supports the Committee’s legislative responsibilities by analyzing bills, reviewing regulations, and advising committee members and staff. The Legal Counsel collaborates with legislators, advocates, and administrative officials, to ensure informed decision-making on legal and policy issues.

- Conduct thorough legal research and prepare memoranda on legislation and other matters before the Judiciary Committee.
- Draft bills and amendments upon request of the Judiciary Chair and Executive Director.
- Review regulations issued by agencies and boards under the Judiciary Committee’s oversight.
- Attend committee hearings and informational meetings at the request of the Judiciary Chair and Executive Director.
- Provide legal advice and counsel to Judiciary Committee staff and Democratic members.
- Collaborate with advocates, lobbyists, administration officials, legislative staff, and the public to ensure a comprehensive understanding of issues before the committee.
- Brief the Judiciary Chair and Executive Director on legislative and policy matters.
- Conduct research on legal and policy issues of importance to the Judiciary Chair and Executive Director.
- Manage and execute additional projects as assigned by the Judiciary Chair and Executive Director.
- Maintain confidentiality in all work-related matters.
- Provide onsite support to team members, staff, and Members, particularly during the legislative session. Session-essential employees must be physically present at the worksite on Session Days.
- Must be licensed to practice law in Pennsylvania.
- Minimum of five years of legal practice experience required.
- Have knowledge of the legislative process.
- Ability to read, analyze, and interpret laws, rulings, and regulations.
- Strong ability to respond effectively to inquiries from Judiciary Chair, Executive Director, Committee Staff, Caucus members, and stakeholders.
- Exceptional written and oral communication skills.
- Legislative drafting experience preferred.
- Proven ability to work collaboratively in a team environment and meet strict deadlines.
- Flexibility to accommodate a demanding and variable work schedule.
- Proficiency in MS Office Suite (Excel, Word, Access, Outlook, PowerPoint) and LDPC.
Salary : $83,337 - $112,502
