What are the responsibilities and job description for the Construction Engineering Manager position at Pennsylvania Turnpike Commission?
This position is responsible for managing and directing the activities of staff involved in the quality control, quality assurance, materials management, contract management, and administration of multi-million-dollar construction engineering projects and activities for the Pennsylvania Turnpike Commission (PTC). Work includes exercising a high degree of responsibility involving highly complex construction projects, which potentially can have a large impact to external customers and significant financial impacts to the PTC. Work is performed with considerable independence and reviewed for attainment of program goals and overall customer satisfaction. Supervision is exercised over internal staff and external consultants engaged in construction engineering projects.
Essential Functions & ResponsibilitiesManages the activities of professional construction staff including both internal and contracted consulting engineers, construction managers, and construction inspectors that are involved in the administration of construction engineering projects. Responsible for performance management, delegation of work assignments, review of work product, and coordination of appropriate trainings.
Determines staffing and resource requirements necessary to efficiently progress and maintain construction related activities within the assigned area of responsibility. Recommends the usage of external consultants to supplement PTC staff as appropriate.
Oversees the work of multiple construction contractors on a variety of diverse projects and is responsible for ensuring projects are completed on time (schedule oversight) and within budget (cost control).
Manages the quality, safety, and efficiency of construction operations and activities for assigned projects to ensure that the work is completed in accordance with contract documents and complies with requirements of various regulatory agencies and permits.
Addresses public and community interests during in area of construction projects.
Provides claims avoidance and mitigation as needed on construction projects.
Provides professional guidance and assistance to resolve technical, engineering, and administrative issues encountered in the course of project development and construction.
Manages and maintains all procedures associated with the documentation of construction project field activities. Recommends and implements new and/or modified procedures to improve processes when appropriate.
Participates in the consultant selection process. Reviews documents and participates in the development of the scope of work. Administers consultant agreements which includes but not limited to reviewing invoices and approving payments to consultants.
Conducts pre-bid, pre-construction, partnering, progress, and other meetings; delivers project presentations.
Participates in establishing a prioritization of projects to be completed for the PTC.
Uses situational awareness to anticipate and prevent accidents.
Performs related duties as assigned.
QualificationsNine (9) years of engineering experience AND a bachelor’s degree in engineering or other related discipline.
Four (4) of the years of experience must be in a supervisory capacity.
Possession of a valid Professional Engineer (PE) license as issued by the Pennsylvania State Registration Board for Professional Engineers.
Possession of a valid driver’s license. Must obtain and maintain a valid Pennsylvania driver’s license within six (6) months of employment.
