Job Summary:
The Penobscot Nation is seeking a skilled and detail-oriented Geographic Information System (GIS) Specialist to manage and enhance the tribe’s GIS mapping and data systems. The GIS Specialist will assume primary responsibility for the creation, maintenance, and analysis of spatial data and mapping of tribal lands, encompassing over 128,000 acres. This role involves developing and updating an extensive database and layers that reflect tribal lands, natural resources, and environmental elements. The Specialist will perform spatial analysis and network modeling to support activities such as forest resource planning, zoning, water quality monitoring, and water resource modeling. Additionally, the GIS Specialist will produce high-quality maps and associated data to support tribal programs and ensure accurate spatial and attribute data for decision-making and planning. The ideal candidate will bring expertise in GIS technologies, data management, and environmental analysis to effectively support the Penobscot Nation’s stewardship of its lands and resources.
Qualifications Required:
A Bachelor's of Science Degree in natural resources such as forestry, wildlife biology, water quality, natural resources management, computer science or other applicable fields is required. Geographic Information Systems is preferred. Must have working knowledge of database and database management. Prior experience with ArcGIS Pro, ArcGIS Enterprise, ArcGIS Server, ArcGIS Online (AGOL), Mobile GIS (e.g., Survey 123, Field Maps), Avenza Maps, Data base MS SQL Server, Oracle, or Microsoft Access and Spreadsheet Excel, GPS, and One Drive software is required. The knowledge of and proficient use of any or more of other software/language such as R, Python, Visual Basic, Visual C or Arcade as well as LiDAR data collection and calibration are preferred. Indian Preference will be adhered to in accordance with Penobscot Nation's Personnel Policies and Procedures.
Essential Duties/Responsibilities:
· Create and maintain accurate base maps of constantly expanding Penobscot Nation Indian Territory, including trust, fee, and reservation lands.
· Perform spatial analysis using existing GIS tools or customized algorithms to create more sophisticated datasets or project specified scenarios.
· Conduct georeferencing to automate valuable or historical hard copy maps or images into georeferenced digital datasets.
· Administrate tribal GIS server/portal to facilitate ArcGIS Pro operation, data share, web maps, mobile/field GIS services, and other web GIS utilities, like story maps, dashboard, and so on
· Create and edit layers, web maps, survey forms, and other web services; manage membership, groups, licenses, backup, and other routing operations on the portal.
· Maintain computer hardware, devices, and software necessary to GIS, including order or purchase of main package, update/upgrade patches, license, their maintenance, troubleshooting debug and possible training or problem solving.
· Maintain and update extensive database of tribal lands and natural resource data, including, but not limited to wetlands, water quality, forest type, land use, watershed, soils, camp lots, boundary lines, utilities and other infrastructure as requested.
· Produce maps for all natural resources and environmental protection related
activities.
· Work with GIS professionals from other state, tribal, university and federal governments for the purpose of data and technology exchange.
· Must be able to manage large datasets and complicated workflows with critical attention to detail and accuracy.
· Write quarterly progress reports
· Interacts harmoniously and effectively with others, focusing upon the attainment of Penobscot Nation goals and objectives through a commitment to teamwork.
· Conforms to acceptable attendance/punctuality standards as expressed in the Employee Handbook.
· Performs other related tasks, as requested.
Physical Demands/Conditions/Requirements:
While performing the duties of this job, the employee is frequently required to sit and talk or hear. The employee is frequently required to stand, walk, kneel, bend, crouch, run, reach overhead, grasp, push, climb, pull, use hands to finger, handle, or operate objects, controls, or equipment.
The employee must occasionally lift and/or move up to 50 pounds; consistent physical effort requiring good physical condition is required. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
Work is performed in both an indoor and outdoor setting; exposure to adverse weather conditions may occur. Flexibility in work schedule is required.
