Summary This position is located in the Pension Benefit Guaranty Corporation's (PBGC), Office of Information Technology (OIT), IT Infrastructure Operations Department (ITIOD). Responsibilities The candidate selected for this position will : GS-07 : Assist with administering IT processes and assure that processes are followed. Respond to process-related issues raised by OIT management and staff, OIT customers, and contractor staff. Provide limited technical advice and assistance to some key Corporate officials regarding the assigned service(s) and work with representatives of other departments within the PBGC and with the contractor to resolve routine or standard questions regarding information systems and user requirements. Assist in providing communications regarding the assigned service(s), including developing informal briefings to technical, nontechnical, and executive audiences. GS-09 : Work with the Service Delivery Manager to ensure that the direction of the services and processes that the employee serve is consistent with the PBGC’s enterprise architecture and plans for information technology at PBGC. Identify conventional or standard issues involving business processes and other issues that could hinder the delivery of service. Coordinate activities with business units as it pertains to Critical and Essential functions. Assist in assessing and monitoring risks; issues and problems; recommend some solutions, to assure the services and IT processes delivered by both contractor and OIT staff are in accordance with established service / operating levels. Assist in providing communications regarding the assigned service(s), including developing formal and informal briefings to technical, non-technical, and executive audiences. Requirements Conditions of Employment Qualifications All qualification requirements must be met within 30 days of the announcement closing date. To meet the minimum qualifications for this position, you must meet the specialized experience qualifications and / or education for the grade at which you are requesting consideration. Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and / or completion of specific, intensive training (for example, IT certification), as appropriate. GS-07 : Specialized Experience : Applicants must have at least one year of specialized experience at the GS-05 grade level in the Federal service or equivalent to the GS-05 grade level in the private sector applying basic IT principles and practices to assist in information technology (IT) infrastructure processes, policies, tools and projects. Examples include : assisting senior developers with analysis, design, coding, testing and / or implementation of software or automated systems, and interaction with projects related to software / hardware installation, operation and maintenance. GS-09 : Specialized Experience : Applicants must have at least one year of specialized experience at the GS-07 grade level in the Federal service or equivalent to the GS-07 grade level in the private sector applying IT policies, concepts, and frameworks (i.e., Information Technology Infrastructure Library (ITIL), National Institute of Standards and Technology (NIST), etc.) or supporting an IT technical domain. Examples include : utilizing the procedures, regulations, and theories of IT planning or implementation in assigned specialty areas, e.g., service management and process management or an IT technical domain such as cloud, networking, database management, server or computer administration. OR Education : All academic degrees and coursework must be from accredited or pre-accredited institutions Undergraduate or Graduate Education : Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. GS-07 : 1 full year of graduate level education or superior academic achievement GS-09 : master's degree or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree In addition to meeting the specialized experience requirements and education requirements described above, your IT experience will be evaluated and expected to include experience in the following competencies : 1. Time-In-Grade Requirement : In order to be eligible for this position, all current Federal employees must provide proof of meeting the time-in-grade requirement (i.e., at least 52 weeks of experience at the next lower grade level in the Federal service). This information must be in both your resume and on an SF-50. Those who do not provide proof of having met the time-in-grade requirement will be deemed ineligible for this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.
