Treasurer
Job Overview:
The Treasurer’s primary function is to provide oversight and supervision of all receipts, disbursements and investments of the District in accordance with Massachusetts General Law and District policy. The Treasurer shall possess substantial professional experience with and fluency in the laws and procedures that govern municipal and school finance in the Commonwealth of Massachusetts.
Qualifications:
Shall have, at a minimum, a Bachelor’s Degree in accounting, finance or related field
Minimum of three years municipal experience.
Experience with computerized accounting systems and possess excellent computer skills
Demonstrated oral and written communication skills.
Certification as Massachusetts Municipal Collector/Treasurer preferred or ability to complete Certification within two years of employment required.
Successful completion of a Criminal Record Check (C.O.R.I.) and fingerprint check.
Reports to: Annually appointed by the Pentucket Regional School Committee in accordance with MGL c.71 s. 16A. The Treasurer is supervised by the Business Manager
Duties and Responsibilities:
Responsible for all cash receipts and deposits of the District, including student activity accounts and gate receipts.
Responsible for all disbursements of the District, including the approval of accounts payable and payroll warrants. Responsible for signing all District checks.
Custodian of all funds of the School District, i.e., the general fund, stabilization fund, pension fund, trust and agency funds.
Reconciles all bank statements monthly to the Treasurer's Cash Book and maintains a master list of all bank accounts of the district, including operating, construction, and trust and agency accounts.
Balances cash monthly with the District Accountant. Analyzes short-term and long-term cash flow requirements and other financial information and makes recommendations to the Business Manager. Responsible for preparing cash flow projections.
Borrowing officer for District. With approval of the School Committee, borrows such funds as needed to meet District’s obligations. Works with the District's financial advisor to issue bonds on behalf of the district.
Annually certify assessment amounts apportioned to member Town’s in accordance with MGL c. 71 16B and the Pentucket Regional School District agreement.
Shall give bond annually for the faithful performance of his/her duties in a form approved by the MA DOR (MGL c. 40 s. 35) and District Policy
All other duties as assigned by the Business Manager.
Position Type: Part-time/10-15 hours per week/Year Round (12 months)
