General Summary:

Under direction of the Transportation Manager, the Transportation Operations Supervisor is responsible
for all aspects of site supervision, including participating in the staffing process, hiring, discipline,
promotions and terminations, driver and office support staff schedules, payroll documentation and
managing the Drug and Alcohol Program including pre-employment, random, reasonable suspicion, and
post-accident testing. This position requires being available to respond during all days and hours of
operation to include evenings and weekends as determined by system needs. The Transportation
Operations Supervisor will be responsible for carrying the after-hours duty phone and responding to
staff calls outside of regular working hours. This position also requires comprehensive knowledge of
transit operations, customer relations, and effective supervision.

Performs or coordinates general maintenance or repair of buildings, facilities, equipment and grounds.


Essential Functions/Duties:

  • Responsible for all aspects of operations including office operation, dispatching/scheduling,
vehicle operation, and maintenance functions ensuring they are provided in a safe, efficient
manner in accordance with applicable policies, procedures, regulations, and contracts.
  • Participates in recruitment, screening, reference and background checks, interviewing,
selection, and hiring of all Drivers and office support staff.
  • Participates in personnel actions, including monitoring and discipline. Prepares and conducts
annual performance evaluations of Drivers and office support staff.
  • Assists Transportation Manager in developing and implementing personnel and operational
policies and procedures assuring compliance.
  • Responsible for coordinating and scheduling quarterly staff meetings.
  • Works with Scheduler to prepare weekly Driver Schedules. Coordinates with payroll assuring
timely and correct Driver timesheets.
  • Review and process vacation and sick leave requests for drivers and office staff.
  • Ensure adequate staffing and coverage during employee absences, coordinating with team
members as necessary to maintain workflow and operations.
  • With the support of the Driver Support Lead and Operations Trainer, this position will be
responsible for conducting semi-annual on-board driver evaluations and unobserved driver road
checks.
  • Monitors field operations to ensure compliance standards and service schedules.
  • Works with the Operations Trainer to coordinate driver safety and employee training programs,
ensuring proper training on vehicle maintenance pre-checks, the operation of vehicles and

accessories, and the monitoring of daily compliance..

  • Responsible for Drug and Alcohol Testing Program; determining fitness for duty, reasonable
suspicion or post-accident testing.
  • Participates in the development and administration of agency operations policies and
procedures; serve on department and agency committees and work groups as requested.
  • Advises Transportation Manager of repetitive problems and/or patterns or trends for further
review or action.
  • May perform dispatching and/or scheduling duties or operate a bus or van in an emergency.
  • Ensures that all driver files are current and contain the required certifications.
  • Maintains the required driver training matrix, monitors expiration dates, and coordinates with
the Operations Trainer to schedule any upcoming required trainings.
  • Oversees any deficiencies as defined by the Daily Vehicle Inspection Report (DVIR) to ensure
appropriate action is taken. Such as placing a bus out of service.
  • Schedules and swaps out vehicles in and out of lots for service, repair, and cleaning.
  • Responds to accidents, incidents, and complaints, investigates the situation, and reports findings
to management. Accident investigation training will be required.
  • Performs minor repairs and maintenance such as replacing fuses, windshield wipers, windshield
washer fluid, lights, etc.
  • Researches and establishes vendors for maintenance, repair and cleaning, including continual
follow-up to determine that performance is satisfactory.
  • Attends workshops and training sessions as required. Maintain current understanding of
changes in regulations or contract requirements.
  • Responsible for the procurement of capital assets. Suggests vendor selection. Coordinate with
vendors and grantors to ensure all appropriate documentation is maintained. Coordinate with


PFP Fiscal to ensure internal policies are adhered to. Responsible for completing the pre and
post-delivery inspection/checklist of capital equipment.

  • Obtains quotes and arranges for services utilizing outside vendors as needed for both Facility
Maintenance and Vehicle Maintenance.
  • Responsible for reviewing and approving incoming invoices for payment.
  • Assist in the development of required reports for grantors and PFP Board of Directors.
  • Works with the Transportation Manager to manage program development and grant writing
activities to maintain adequate funding for transportation programs.
  • Assist in the implementation of and adherence to the transportation operations budget.
  • Performs other job-related tasks as assigned.

Facilities Maintenance:
  • Performs Minor troubleshooting, and repairs depending on severity.
  • Oversees moving furniture and equipment at various facilities/sites.
  • Performs basic plumbing including but not limited to, leaks, breaks, clogged lines and drains and
replaces parts as needed.
  • Exercises discretion in identifying projects requiring the services of higher skilled crafts person
and communicates with Transportation Manager the need.
  • Reports Major malfunctions to Transportation Manager or Transportation Director for approval
and action.
  • Performs other job-related tasks as assigned.

Job Specifications KSAOs (Knowledge, Skills, Abilities and Other characteristics):

  • No moving violations within the past three years and no at-fault accidents within the last five
years and valid state Driver's License.
  • Ability to use sound judgment in making decisions in accordance with relevant laws, regulations,
and policies.
  • Ability to operate office, dispatching & scheduling equipment to include simple/complex radio
system, PC-based computer system including Microsoft Word, Excel, Outlook, and other
software, multi-feature copier, cellular and multi-line telephone system, calculator, etc.
  • Ability to work effectively with management, peers, and subordinates in a positive manner.
  • Ability to work as a member of a team and to lead and motivate other employees.
  • Ability to handle stressful situations and continue to perform all duties with efficiency in a
courteous, tactful, responsible, and timely manner.
  • Excellent written and verbal communication skills, including the ability to create presentations
and maintain documentation.
  • Ability to create and maintain an organized working environment.
  • Ability to travel out of town and overnight for training, meetings, and seminars.

Educational/Work Experience Requirements:

  • Five years increasingly responsible supervisory experience, preferably in public transportation.
  • High School diploma or GED.
  • Must have no moving traffic violations in the past three (3) years AND no involvement in any at-
fault accidents within the past five years as evidenced by current driving abstract. Abstract
dated no more than one month prior to hire date must be provided by applicant.

Other Requirements:

Working Conditions/Physical Environment:

  • Getting Information – Observing, receiving, and otherwise obtaining information from all
relevant sources.
  • Work is primarily performed in an office environment while sitting at a desk or computer
terminal and occasionally on the road work is performed in a staff vehicle, bus or van. While
performing road duties of this job, employee regularly works in outside weather conditions. The
employee is occasionally exposed to wet and/or humid conditions, and occasionally is exposed
to toxic or caustic chemicals. The noise level in the work environment is usually quiet while in
the office or moderately loud when in the field.
  • The employee must occasionally lift and/or move up to 50 pounds. This position requires
climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking,
pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, seeing, repetitive motions,
and carrying.
  • Interacting with Computers – Using computers and computer systems (including hardware and
software) to enter data and process information.
