The duties that the incumbent of the vacancy will be expected to perform. Duties Description Under the direction of an Associate Director of Human Resources or Human Resources Specialist 2, the incumbent of this position will be responsible for the performance of various human resources activities to help achieve the goal of staffing the agency with a diverse, well-qualified workforce. Specifically, the incumbent will: -Assist with developing and implementing innovative recruitment strategies for difficult to recruit for direct care and clinical titles and ensures all job postings, draft advertisements and other written materials are accurate, informative and include all necessary information.-Develop and/or review requests for new positions, reclassifications, reallocations, minimum qualifications, earmark releases, increased minimum hiring rates, geographic and shift pay differentials and related classification and compensation matters. Confers with agency human resources and program staff to gather supporting documentation.- Assist in the development and maintenance of the examination program by working with agency program managers and Department of Civil Service representatives on possible actions to resolve critical examination needs.- Advise agency staff and employees, when required, on applicable laws, rules, regulations, directives, policies and negotiated agreements which affect the appointment, promotion, termination, retention, evaluation, or salary of employees.- Participates or coordinates a wide variety of human resources management related projects, such as gathering and reporting of key data points regarding recruitment and retention of staff, responding to written of verbal inquiries from local human resources staff or outside entities, and conducting research to assist with problem resolution as required. The minimum qualifications required for this vacancy. Minimum Qualifications NON-COMPETITIVE MINIMUM QUALIFICATIONS: Human Resources Specialist Trainee 1: a bachelor's degree or higher degree. Human Resources Specialist Trainee 2: a bachelor's degree and one year of professional human resources experience. A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience. Human Resources Specialist 1: a bachelor's degree and two years of professional human resources experience. A Juris Doctor, master's or higher degree in a related field can substitute for one year of specialized experience. COMPETITIVE MINIMUM QUALIFICATIONS: Candidates must be reachable for appointment on the Current Civil Service Eligible List, Professional Careers Opportunity (PCO) or Public Administration Traineeship Transition (PATT). Appointment may be made at the traineeship level. REASSIGNMENT QUALIFICATIONS: Current Office for People With Developmental Disabilities employees with one year of permanent, contingent permanent, or 55 B/C service as a Human Resources Specialist 1. If you have less than one year, you must be currently reachable on the eligible list. TRANSFER QUALIFICATIONS: Candidates must have one year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer, OR be eligible to transfer via Section 70.1, 70.4, or 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades. Additional comments regarding the vacancy. Additional Comments This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a non-competitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive employment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status.The position may be filled at the Human Resources Specialist Trainee 1 level equated to SG-14, $55,005, Human Resources Specialist Trainee 2 level equated to SG-16, $61,340, or full performance Human Resources Specialist 1 SG-18, $65,164, based on education and experience. Candidates hired at the trainee level will be advanced to the full performance Human Resources Specialist 1 SG-18 following successful completion of the traineeship. • If you are currently a New York State employee serving in a permanent competitive qualifying title and eligible for a transfer via Section 70.1 of the Civil Service Law, you may be appointed to this title as a permanent competitive employee.• Preference will be given to OPWDD employees impacted by closures. If you are being impacted by closure, please indicate this on your resume. • All OPWDD employees must be eligible and maintain eligibility for full and unconditional participation in the Medicare and Medicaid programs. Continued employment will depend on maintaining eligibility. • If you are employed by state government you may be able to receive loan forgiveness under the Public Service Loan Forgiveness Program (PSLF). The PSLF Program forgives the remaining balance on Direct Loans after 120 qualifying monthly payments have been made under a qualifying repayment plan while working full-time for a qualifying employer.
