The duties that the incumbent of the vacancy will be expected to perform. Duties Description Plan, supervise, coordinate, and direct the activities of subordinate physical plant/engineering and maintenance staff.• Plan maintenance, repair, rehabilitation, and construction projects.• Establish work priorities. Assign work to subordinate staff. Reassign staff to address health and safety issues or other priorities, as required.• Oversee work in progress to ensure that assignments are completed on schedule. Provide technical assistance and instruction to subordinate supervisors and workers, as required.• Review completed work to assure quality and adherence to instructions.• Perform time and attendance functions. Review employee timecards; approve overtime and leave; counsel staff for time and attendance issues when required.• Prepare and/or review performance evaluations. Counsel staff to improve job performance when necessary.• Participate in Labor Relations activities/disciplinary hearings, as required.• Participate in the recruitment and/or selection of new physical plant and maintenance personnel. Conduct interviews; make recommendations for appointment; monitor probationary reports on new staff; and make final recommendations for retaining or terminating new staff or contractors.• Participate in the development of training programs to meet staff needs.Develop, review, amend, and ensure the implementation of policies and procedures related to facility physical plant/engineering and maintenance operations including: receiving, scheduling, and tracking the progress of requested work and the inspection of completed work; procedures for the operation of maintenance storerooms with respect to requisition and distribution of supplies to operating personnel, inventory system, and security; preventative maintenance procedures for all equipment and vehicles which are the responsibility of the maintenance department; and procedures for requesting repair work and alterations or construction including man-hour estimates and costs.• May participate in the update and review of facility procedures and internal controls for purpose of maintaining facility accreditation.Perform a variety of contract administration activities.• Participate in the development of contract specifications.• Participate in contract negotiations.• Participate in the interview and selection of contractors.• Administer all maintenance contracts for primary building systems: HVAC and environmental control; life safety system (fire alarm/sprinkler system); emergency power and generator system; various lab equipment/systems.• Oversee all maintenance contractors while on site. Ensure that contractor work is completed according to contract specifications by periodically inspecting work performed and meeting with contractors and supervisory staff. Resolve issues associated with quality and quantity of work performed by contractors.Perform other activities intended to improve their facility’s operating efficiency or otherwise realize maximum advantage from physical plant investment.• Monitor the operations of primary building systems. Evaluate needs for building/systems improvements and make recommendations for priorities based on fiscal constraints and regulatory compliance.• Conduct energy conservation evaluations and make recommendations based on findings.• Develop a systematic program to monitor productivity and performance and determine standards to allow for the maximum utilization of personnel and resources.• Plan, review, and update preventive maintenance programs, including oversight of maintenance contracts.• Ensure that facility structures and systems remain in compliance with various federal and State regulatory agencies. The minimum qualifications required for this vacancy. Minimum Qualifications Promotion: One year of permanent competitive service as a Plant Superintendent B.Open Competitive: Eight years of experience in a physical plant in an institutional, educational, laboratory, or healthcare setting, or a power plant, which must include management of daily plant operations including procedure development, budget planning and workforce allocation, efficiency, and enforcement of codes and standards; capital planning of construction/rehabilitation projects; AND/OR contract management of building maintenance/construction/rehabilitation projects and grounds.Substitution: An associate degree in a related field can substitute for two years of specialized experience; a bachelor’s in a related field degree can substitute for four years of experience; a master’s degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience.

Additional comments regarding the vacancy. Additional Comments This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a non-competitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive employment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status.• If you are currently a New York State employee serving in a permanent competitive qualifying title and eligible for a transfer via Section 70.1 of the Civil Service Law, you may be appointed to this title as a permanent competitive employee.• The assignment of PS&T employees will be made in accordance with any agreed upon Memorandum of Understanding between PEF and the local DDSO regarding the posting of job vacancies.• Preference will be given to OPWDD employees impacted by closures. The PSLF Program forgives the remaining balance on Direct Loans after 120 qualifying monthly payments have been made under a qualifying repayment plan while working full-time for a qualifying employer.
