Job Summary
We are seeking a Business Consultant with Public Sector experience to support the analysis, design, and implementation of technology-driven solutions for government agencies. This role will focus on gathering requirements, analyzing business processes, and ensuring successful solution adoption to improve service delivery for federal, state, and local government organizations. The ideal candidate will have experience working with public sector workflows, case management, licensing, permitting, grants management, and digital transformation initiatives.
Key Responsibilities
Business Analysis & Requirements Gathering
- Collaborate with government agencies, policymakers, and IT teams to understand business needs and translate them into clear requirements.
- Conduct stakeholder interviews, workshops, and process mapping sessions to document current and future-state workflows.
- Define and document functional and non-functional requirements, user stories, and acceptance criteria.
- Develop and maintain Business Requirement Documents (BRD), Functional Requirement Documents (FRD), and process flow diagrams.
- Work closely with technical teams, developers, and architects to ensure solutions align with business needs and public sector best practices.
Solution Design & Implementation Support
- Assist in defining and optimizing business processes for government service delivery, case management, and citizen engagement.
- Collaborate with solution architects to ensure seamless integration between legacy systems, modern applications, and cloud-based platforms.
- Support the development of workflow automation, reporting dashboards, and digital self-service solutions.
- Provide guidance on best practices for data management, security, and compliance in public sector applications.
Testing & Quality Assurance
- Develop and execute test cases, user acceptance testing (UAT) plans, and validation scripts for new systems and enhancements.
- Work with stakeholders to conduct UAT sessions and gather feedback for continuous improvement.
- Identify and track defects, system gaps, and enhancement requests to ensure high-quality solution delivery.
Stakeholder Management & Training
- Act as a liaison between business users, IT teams, and implementation partners.
- Conduct end-user training sessions and develop training materials to support system adoption.
- Provide ongoing support to government agency teams, ensuring smooth transition and system optimization.
- Assist in change management strategies to drive user adoption and ensure the success of digital transformation initiatives.
Required Qualifications & Skills
Technical & Functional Skills
- 5 years of experience as a Business Consultant, with at least 3 years working with public sector clients.
- Strong knowledge of public sector workflows, case management, licensing & permitting, grants management, and regulatory compliance.
- Experience in business process reengineering, workflow automation, and digital transformation initiatives for government agencies.
- Familiarity with enterprise systems, cloud-based solutions, and data management tools used in the public sector.
- Understanding of Agile, Scrum, and Waterfall methodologies for project delivery.
Public Sector & Compliance Knowledge
- Experience working with federal, state, or local government agencies.
- Understanding of public sector compliance requirements, including FedRAMP, FISMA, HIPAA, CJIS, and other government regulations.
- Familiarity with citizen engagement solutions, case management workflows, and government service delivery models.
Soft Skills
- Excellent communication and stakeholder management skills, with the ability to engage with government executives, IT leaders, and policymakers.
- Strong analytical and problem-solving abilities.
- Ability to work independently while collaborating with cross-functional teams.
- Strong organizational skills with experience managing multiple priorities in a fast-paced environment.
Preferred Certifications
- Certified Business Analysis Professional (CBAP) or PMI-PBA
- Certified Scrum Master (CSM) or PMP (preferred but not required)
- ITIL Foundation Certification (preferred)
