The Guam Defense System (GDS) Joint Program Office (JPO) requirements lead within the Joint Capability Integration Directorate, responsible for development and coordination of critical documentation such as functional needs analysis, functional solution analysis, initial capabilities document (ICD), software ICDs, and software capability needs statements (CNS) IAW the Joint Capabilities Integration and Development System (JCIDS) and other applicable DoD policies / regulations. This role involves coordinating with multiple stakeholders to integrate strategies, frameworks, and resources that address organizational needs and requirements. The successful candidate will ensure that identified requirements are written to achieve mission success.

DUTIES:
- Develops and coordinates requirements for identified needs to fulfill the GDS mission.
- Coordinate all levels of documentation regarding JCIDS and DoD Instructions to initiate the Life Cycle management and acquisition processes.
- Review proposed concepts to assess their potential practicability.
- Coordinates with Training and Doctrine to assure trends and changes to organizational doctrine are incorporated into proponent school training materials.
- Assigns projects based upon individual capabilities and workload.
- Set and adjust short and long term priorities, prepares schedules for completion of work.
- Maintains expert knowledge of the Guam Defense System and strategy prepared by the GDS Joint Program Executive Officer to ensure GDS requirement projects are consistent with that Vision.
- Organizing and hosting of meetings, briefings and symposia when the subject is in the Requirements area of responsibility.
Qualifications
Experience: Minimum of 10 years of experience in Department of Defense operations, systems integration, or related roles, with a focus on requirements principles and requirements.
- Skills:

- Strong understanding of requirements processes (e.g. JCIDS).
- Ability to analyze complex needs and propose integrated solutions / requirements.
- Demonstrated experience in developing and staffing requirements through service and Joint governance processes.
- Excellent communication skills, both written and verbal, with the ability to engage with senior stakeholders.
- Proficient in Microsoft Office skills.
- Experience in policy analysis and systems thinking in a defense or government setting.
- Ability to balance urgency with sound decision making and careful execution.
- Ability to balance business and technical objectives when making decisions.
- Exceptional problem solving and analytical skills.
- Ability to operate in a dynamic, fast-paced environment and meet strict deadlines.
- Ability to multi-task and prioritize important, competing tasks and information.
- Self-starter that needs little direction/guidance on what next steps are required with projects and demonstrate a strong attention to detail.
- Ability to brief DoD senior leaders and influence decision-making.
- Flexible and positive attitude in the face of challenges and ambiguity.
- Ability to take initiative to better support the organization.
- Must have a current driver's license.
- Travel: 25%
- Must be a U.S. Citizen
- Active U.S. DoD Secret clearance is required to perform this work. Candidates are required to have a Secret clearance upon hire, and the ability to maintain this clearance level during employment.
EDUCATION REQUIREMENTS:
- Bachelor’s Degree or higher, from an accredited university for the performance of these duties, a master’s degree is preferred.
PREFERRED / DESIRED SKILLS:
- Joint Integrated Air and Missile Defense (IAMD) experience.
- DoD military, GS, or contractor experience.
- S. DoD Top Secret / Special Compartmented Information (SCI) eligible.
- Master’s Degree or higher from an accredited university.
