JOB SUMMARY
Quality Assurance Manager plays a crucial role in ensuring that properties and families within the housing portfolio, comply with all relevant regulations, enabling the Authority to continue its’s mission of creating thriving and sustainable communities. Quality Assurance Manager is responsible for management of all aspects of regulatory compliance for the Authority’s affordable and low-income programs, throughout the portfolio. This includes responsibility for the oversight of all matters related to LIHTC, LIPH, HOME, HUD, Project-Based and Individual Voucher programs. In this capacity, the Quality Assurance Manager is responsible on a high level for ensuring compliance with all Regulatory Agreements, Extended Use Agreements, Operating Agreements and ACOP, Admin Plans and other federal, state and local regulatory ordinances and laws; All monthly, quarterly, annual, and as-needed periodic compliance reporting to funding agencies and tax credit syndicators; and ensuring income qualification for all applicants and, as needed, tenants on an ongoing basis.
It is expected that the Quality Assurance Manager be the go-to person for compliance-related questions that arise from property managers and others. The Quality Assurance Manager will need to have a working knowledge of compliance, Fair Housing, ADA, AFHMP, etc. in order to effectively respond to these questions. The Compliance Manager performs internal tenant file and quality control audits, conducts departmental compliance training, and provides administrative support to the Property Management Teams. In coordination with other members of management, the Quality Assurance Manager will create and implement systems that best accomplish the goals of the position and the Company.
ESSENTIAL JOB DUTIES

Monitor and implement changes in HUD, HOME HOTMA, HOPWA, LIPH and LITHC regulations and requirements

Manage and supervise occupancy and recertification specialists, including training and performance management
3.
Independently review and approve move-in files assuring applicants are income and program eligible for the communities in our portfolios.
4.
Participate in file audits to confirm compliance with program requirements including rent limits, income limits, and other eligibility and lease requirements including assuring that overall backup documentation is in place to confirm resident eligibility at the communities in the portfolio.

Provide training and support to site staff on answering compliance related questions and program regulations as they relate to occupancy and qualifying requirements on file reviews.

Update the file tracker on new move-in files as they are received from the site staff.

Assist with updating on Income and Rent limits for sites as needed.

Provide guidance, oversite and assistance on new lease-ups.
9.
Act as EIV Coordinator and as SAVE Administrator.
10.
Assist with PBV Packet submissions as needed.
11.
Maintaining proper maintenance of tenant files and computer records to ensure accuracy according to HUD and LIHTC regulations.
12.
Determining financial eligibility for all new admissions into the affordable program.
13.
Processing new applicants.
14.
Monitoring of waitlists, and EIV master binders for compliance with federal regulations and requirements.
15.
Assist and review all 8823’s corrections and correspondence.
16.
Assist in the creation and development of necessary policies, procedures & guidelines, as needed.
17.
Monitoring of re-certification notification letters in compliance with HUD and LIHTC regulations.
18.
Perform training programs to educate and inform the site teams of requirements and responsibilities.
19.
Remain familiar with current U.S. Department of Housing and Urban Development ever changing Federal Regulations as they relate to Affordable Housing programs.
20.
Other duties as assigned.

MINIMUM QUALIFICATIONS REQUIRED
EDUCATION AND EXPERIENCE
Bachelor’s degree preferred. Minimum of associate degree in a relevant field (ie: accounting, management, etc.) or a combination of educations and 5 years of consistent work experience related to housing, accounting or auditing. Housing designations and experience is a plus.
LICENSES AND CERTIFICATIONS
- COS, TaCCs, HCCP or TCS certification required upon hire, unless the incumbent has such certifications..
KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of HUD 4350.3, EIV, Reasonable Accommodation Requests, LIHTC income limits and rent calculations, Fair Housing, Real Estate Licensing.
