What are the responsibilities and job description for the Plant Engineer position at Perma-Fix Environmental?
Exempt position. Serves as the Design Authority for the plant facilities and operational equipment. Provide engineering expertise to the facility to ensure safe and compliant operations within applicable federal, state, and local laws, regulations, and policies.
Duties
Provide engineering expertise to all phases of design, installation, operation, and evaluation and improvement of the plant processes, equipment, and buildings to ensure efficiency, quality improvement, safety, and cost-reduction.
Prepare and maintain the plant's engineering baseline e.g. : P&IDs, equipment specifications, and hazard analysis.
Responsible for monthly and yearly budget and scheduling for engineering upgrades. Procurement authority for engineering, limited to threshold value and pre-approved budgets.
Prepare and present plans for special projects, and coordinate deployment, including employee training if needed.
Work closely with Operations department to identify and resolve non-routine equipment issues.
Work with plant maintenance to service or troubleshoot PLCs or other automated control systems.
Serve as technical reviewer for Lockout-Tagout plans.
Work closely with Radiation Safety, Regulatory Compliance, & Quality Assurance departments to update licenses and permits.
Serves in a supervisory role for the plant drafter. May be placed in a supervisory role of associated maintenance, operations, and other members of a cross-functional team as part of the exercise of their primary duties.
Contract additional engineering and maintenance support, when necessary.
As needed, provide engineering support to other Perma-Fix corporate initiatives.
Maintain a safe working environment.
Perform other duties as assigned.
Working Conditions
Flexible work schedule based on a 4x10 work week schedule.
Some occasional night and weekend work may be required to provide adequate support for 24 / 7 facility operations.
Casual work attire including jeans.
Office environment approximately 50%
Radiological and Mixed Waste Facility and Process areas approximately 50%
Work in a Resource Conservation and Recovery Act (RCRA) regulated Treatment, Storage, and Disposal (TSD) facility with radioactive and mixed waste material.
Work may occasionally include work in radiological areas and work requiring respiratory protection, fall protection, lockout / tagout, and / or confined space entries.
Facility and processing areas include exposure to local weather, including seasonal high and low temperatures and precipitation.
Facility and processing areas include common hazards found in industrial and construction sites, including operating machinery, loud noise, and uneven walking surfaces.
Requirements
Minimum B.S. degree in Mechanical, Chemical, or Electrical Engineering or related engineering disciplines.
Eight (8) or more years of hands-on engineering experience in an industrial or TSDF setting.
Thorough knowledge of all plant operations and equipment, building codes, and ventilation codes. Working knowledge of licensing, permitting, and applicable regulations.
Attention to detail and strong organizational skills. Demonstrated ability to solve complex problems.
Must be able to wear respiratory protection on occasion (includes fit test and physical) and complete 24hr Hazardous Materials Training.
Ability to use Microsoft Word, Excel, and Power Point and relevant engineering / drafting software.
Excellent oral and written communication skills to effectively interface with all levels of management and company personnel. Strong verbal and written comprehension and communication skills. Abe to work with all employees and be approachable to those with concerns.
Able to manage relationships with regulators, customers, and other outside stakeholders with an interest in the PFNW engineering program.
Preferred Qualifications
Advanced degree(s) in Mechanical, Chemical, or Electrical Engineering or related engineering disciplines.
Ten (10) or more years of hands-on engineering experience in an industrial or TSDF setting; with a heavy preference for experience in Washington State.
Certified Professional Engineer in Washington State.
Experience in a radiological and mixed waste processing facility.
Experience working with / for DOE and DOE contractors; more recent experience heavily preferred.
