POSITION SUMMARY/JOB PURPOSE:

The Educational Resource Clinician is responsible for increasing awareness and understanding of mental health and substance use disorders within the school districts covered by Region 18 Education Service Center.  This position will assist school personnel with implementing initiatives related to mental health and substance use disorders.  The Clinician will ensure local school personnel are aware of best practices and evidence-based curriculum for mental health promotion and intervention, substance abuse prevention and intervention, and suicide prevention as well as resources and services available for prevention, treatment and recovery for mental health or substance use. 

The Educational Resource Clinician is responsible for all administrative duties and requirements to include:  a monthly activity and evaluation report, documenting activities, submitting all required paperwork, maintaining all appropriate records, and working directly with Education Service Center staff and Mental Health First Aid Outreach Workers at relevant Community Centers.  This position offices at the Region 18 Education Service Center and functions as the Behavioral Health Partnership Program Liaison per HB19.

This position works independently, under limited supervision, reporting major activities through periodic meetings.

EDUCATION, EXPERIENCE, OTHER QUALIFICATIONS:

Education Required:  Master's Degree from an accredited college or university.  Must be a Licensed Practitioner of the Healing Arts (LPHA): Licensed Professional Counselor (LPC) licensed to practice in Texas; Licensed Clinical Social Worker (LCSW); Psychologist licensed to practice in Texas and designated as a health-service provider; Registered nurse with a degree in psychiatric nursing; or Licensed Marriage and Family Therapist (LMFT) licensed to practice in Texas.

Experience Required:  At least 1 year experience providing therapy or working in a school setting preferred.

Registration, Certification, Licensure or other Qualifications Required: 

  • Must maintain a valid Texas Driver's license, auto liability insurance and a driving record acceptable to PermiaCare's insurance requirements.
  • Required to pass criminal history and background checks as well as pre-employment drug screen.
  • Must be a LPHA as defined by the Texas Administrative Code.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Increase awareness and understanding of mental health and substance use disorders within the school districts covered by Region 18 Education Service Center.
  • Assist school personnel with implementing initiatives, best practices and resources related to mental health and substance use disorders. 
  • Facilitate and/or provide needed trainings on mental health and substance use, based on requests from school and ESC18 personnel.
  • Facilitate trainings regarding effects of grief and trauma, substance use and abuse, intervention and prevention, and Mental Health First Aid.
  • Implement plans to increase awareness and understanding of mental health and substance use disorders within covered school districts.
  • Complete needs assessments related to mental health and substance use and misuse for children, adolescents and families in the targeted ESC area by working closely with: HHSC, LMHAs in the ESC18 region, MHFA Outreach Workers, ESC18 staff, local school districts, and other community stakeholders.
  • Develop and maintain relationships with the MHFA Outreach Workers at LMHAs in the ESC18 region, ESC18 staff and the local school districts in the ESC18 region.
  • Produce or assist in producing reports in a timely manner, including a monthly activity and evaluation report, documenting activities, submitting all required paperwork, and maintaining all appropriate records.
  • Research resource information online and through networking.
  • Liaise and collaborate between systems including: LMHAs, ESCs, school districts, and state and community agencies.
  • Design, implement, and coordinate a calendar of events.
  • Complete and submit monthly reporting template to supervisor.
  • Manage training schedule including the promotion, registration, and evaluation processes.
  • Arrange and set up training events, including supplies, equipment, refreshments, etc as needed prior to training. 
  • Ensure compliance with contract requirements, confidentiality rules, health and safety requirements, and agency policies. 
  • Conduct outreach and form new partnerships. 
  • Speak, listen, and write in a clear, thorough and timely manner using appropriate and effective communication tools and techniques.
  • Represent the agency effectively in a variety of settings and with diverse communities. 
  • Attend community-based meetings to network and learn about community resources as needed.
  • Employ a variety of creative and diverse techniques suitable for different audiences to support learning goals.
  • Manage all phases of training interventions. 
  • Periodically evaluate ongoing programs and contracts to ensure that the trainings reflect any changes. 
  • Develop and implement short- and long-term goals and objectives.  
  • Develop or oversee the production of handouts, instructional materials, aids and manuals. 
  • Understand trauma informed services.
  • Maintain LPHA licensure at all times. 
  • Secure Continuing Education Units (CEUs) when needed. 
  • Comply with HIPAA and FERPA regulations.
  • Attend educational conferences, workshops and educational opportunities when requested or approved. 
  • Meet unit performance measures or targets.
  • Enter accurate and appropriate documentation of services within timeframe required.
  • Maintain confidentiality of sensitive records and treatment information, client files and protected health information in compliance with HIPAA, laws, rules and regulations, and established procedures.
  • Maintain regular and reliable physical on-site attendance. Regular attendance, dependability, and promptness are required for the scheduled work day 100% of the time, to ensure consistency and completeness of program's processes.
  • Comply with the Abuse, Neglect, and Exploitation policy and reporting requirements.
  • Adhere to the Code of Conduct and Standards of Behavior policy requirements.
  • Establish and maintain effective work relationships with individuals served and their families, supervisors, co-workers and visitors by demonstrating cooperative, courteous and respectful behavior at all times.
  • Communicate regularly with supervisor.
  • Open and process mail/email in a timely manner.
  • Answer phone, collect phone messages and respond to requests timely and accurately.
  • Maintain safe and clean working environment by complying with procedures, rules and regulations.
  • Perform all work functions and interactions using a trauma informed approach.
  • Display professionalism when representing PermiaCare and the program in the community.
  • Maintain compliance with legal requirements and company policies and procedures.
  • Maintain valid and current driver's license, auto insurance, acceptable driving record and reliable transportation at all times. Driving may be required for this position.
  • Complete all training as assigned prior to due date.
  • Other duties as assigned.
