Summary
The Human Resources Manager will be responsible for managing the human resources function of the company by aligning human capital with the business strategy, adopting best practices, and attracting, developing, and retaining employees. This position will report to senior HR leadership. This position is onsite at our Odessa corporate office and is not eligible for a hybrid or remote work schedule.
Functional Responsibilities
Ø Exhibit a strong work ethic with the ability to take direction and work in a team setting and independently.
Ø Adhere to Permian Basin Materials Code of Conduct and company policies.
Ø Provide sound HR counsel to the company’s management and staff.
Ø Help determine short- and long-term business strategy.
Ø Provide effective leadership in the design, development, implementation, compliance, communication and documentation of cost-effective HR related programs, policies, and initiatives.
Ø Develop and facilitate change management initiatives.
Ø Maintain transparent communication and build trust across all levels of the organization.
Ø Work with management team members in assisting Safety / EHS management in developing the company’s safety, risk, and claims management programs. Proactively take a leadership role to continuously improve the company’s safety culture.
Ø Work with management to ensure that an effective and sustainable manpower planning, and recruitment process is in place.
Ø Effectively manage and advise on employee relations issues in a union free environment.
Ø Ensure that effective training and development opportunities are provided to meet current and expected future business needs.
Ø Ensure compliance requirements are met through development and implementation of policies, guidelines, training and monitoring of performance and issues. Identify the need for outside expertise to mitigate, manage and / or assess risks as required.
Ø Oversee the design, development and compliance of the company’s wage and salary structure and compensation policies as well as the company’s benefit programs. Participate in industry and geographic surveys and analyze and monitor trends and developments in total compensation to ensure the company maintains and offers a competitive compensation and benefit program.
Ø Direct the timely and accurate filings regarding compensation and benefit plans.
Ø Manage and develop the HR department team to build and deliver outstanding internal customer service, while fostering a team environment and positively engaging the workforce.
Ø Develop employee evaluation and retention tools.
Ø Advise leadership on all human resources issues with broad and current subject matter knowledge that includes expertise in federal and state employment law. Lead and coordinate with senior management team on issues and reporting involving governmental agency issues (DOL, ERISA, etc.).
Ø Assist in HR, benefits and compensation due diligence during acquisitions and provide leadership, guidance, and resources for integrating acquisitions into existing business policies and practices.
Ø Prepare an operating budget for human resources and make recommendations for funding programs and initiatives that drives workforce productivity.
Ø Maintain the HRIS system for all required processes and transactions that provide data and reporting on HR activity.
Ø Maintain knowledge of industry trends and employment litigation and ensure organizational compliance.
Ø Develop and provide regular relevant human resources reporting to management team.
Ø Responsible for proper record keeping and record retention regarding employees and benefit plans.
Ø Develop and communicate disciplinary process for non-compliance with company policies.

EXPERIENCE / TRAINING / CERTIFICATIONS
Ø Bachelor’s degree in Human Resources or related field preferred with additional HR professional development and certifications.
Ø 5 years or more of relevant experience as a Human Resources generalist with exposure to all facets of human resources in increasingly more responsible positions in a medium to large organization.
Ø Experience working in, or with, the safety and workers’ compensation claims management functions.
Ø Job experience in the construction materials, trucking or mining industry preferred.
Ø Must be willing to travel to company operations for meetings, investigations and as otherwise required.
Ø A thorough understanding of Federal, Texas and New Mexico labor and employment laws and regulations is required. Additionally, a working knowledge of, and experience with DOT, OSHA, and MSHA legislation and regulations is preferred.
Ø Experience in developing strategic initiatives that align with business goals and budget is required.
Ø Experience in recommending and implementing improvements to HR practices, processes and systems and encouraging and supporting continuous improvement.
Ø Knowledge and understanding of the impact of change management on people, processes, and organization culture.
Ø Excellent interpersonal, communication, facilitation, and leadership skills and an excellent team player.
Ø Strong Microsoft office skills, including outlook, excel, word and power point.
Ø Bi-lingual in English / Spanish a plus.
Ø A valid driver’s license with no major violations that would exclude a person from driving for business as defined by our insurance carrier and company policy.
Requirements :
PHYSICAL AND ENVIRONMENTAL REQUIREMENTS
Ø Candidate must be drug free.
Ø Must be able to :
o Lift or carry up to 20 pounds from floor to 3’ – 5’ occasionally,
o Lift or carry less than 10 pounds frequently (documents, supplies, small office machinery),
o Sit for extended periods of time with occasional walking and standing,
o Use hands and fingers to operate computers and other office machinery,
o Effectively communicate in verbal and written formats with internal and external personnel, clients, and vendors,
Ø Work is performed in a normal office environment.
