Summary Objective
This job works under the supervision of the Division Chief of Community Risk Reduction in collaboration with the Emergency Services personnel and is evaluated through work planning and monitoring interactions, observation, conferences, feedback from citizens and staff, and ongoing evaluation and testing of the quality and effectiveness of work processes.

This is a non-exempt position working 37.5 hours weekly/1950 hours annually.
The starting salary will be determined with consideration given to both the candidate's educational background and relevant work experience.
Must possess a valid driver’s license and have an acceptable driving record per County policy.
Essential Functions
The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.
The Department of Emergency Services is an emergency response organization and the work schedule may be altered in times of an emergency, or an impending emergency, to include extended work hours to include possible weekends, holidays and nights. The employee in this position is subject to be called out to assist with emergency scenes outside of normal scheduled work hours.
- Responds to fire or other emergencies; assesses situation and rescues persons from danger.
- Identifies persons requiring immediate care and provides life-saving procedures.
- Fights fires or takes actions to mitigate other situations such as natural disasters, hazardous spills, or other dangerous situations.
- Reviews and approves a variety of plans for construction, such as blueprints, or plans for installation of fire related systems or systems for hazardous materials or operations.
- Interprets fire and building codes in response to inquiries from architects, engineers, contractors and the general public.
- Responds to fire or EMS calls.
- Conducts investigations of serious hazardous situations including fires, environmental crimes, explosive devices, etc. to determine causes and identify any criminality; questions witnesses, suspects, or informants, gathers evidence, may take part in criminal investigations or court actions.
- Assists law enforcement or lawyers in the preparation of trial cases related to allegations of violations of criminal or civil codes in related areas and testifies in court.
- Observes and approves the installation and maintenance of fire suppression and alarm systems and conducts acceptance test on installed fire protection systems.
- Conducts inspections of complaints of non-compliance, violations, or other complaints.
- Conducts fire prevention training programs through inspection, advising the public, and presentations or drills.
- Conducts community and stakeholder education around community risk reduction topics related to Division objectives
- Identifies risks in the community and assists in the development of appropriate mitigation strategies to reduce community risk
- Gathers and maintains information or evidence to support periodic and special reports documenting fire investigation activities and events or to update policy and procedures.
- Attends staff or technical meetings to exchange information; attends in-service training and technical or professional classes, seminars, or conferences to improve technical or professional skills.
- Serves on boards or committees involved in the development review or other department activities.
- Reviews and/or verifies legal descriptions, contractor licenses, business licenses, reference materials, etc.
- May be required to assist or respond with Emergency Management and Special Operations Team/Group calls for service and training events.
- May be required to work in the County’s Emergency Operations Center (EOC) or Mobile EOC or conduct other emergency support function (ESF) duties as required.
- Performs other related duties as assigned.
Minimum Education and Experience Requirements
- Considerable experience performing technical level work in risk assessment, fire prevention, fire suppression, education, communications or a closely related field.
- Five years of experience in an emergency response organization with increasing supervisory responsibility.
- Firefighter II Certification (meeting IFSAC or Pro Board certifications).
- North Carolina or National Registry Emergency Medical Technician certification
- Current BLS-CPR certification.
- IFSAC Hazardous Materials Operations Certification (or equivalent).
- Valid Driver’s License and Emergency Vehicle Operators Course Certification (or equivalent).
- NC Fire Code Level I Inspector
- NC Fire Investigator Technician (FIT)
- ICS 100, 200, 700, 800

Completion of the following courses within the first year of employment:
- IFSAC/NC Fire and Life Safety Educator I.

Completion of the following courses within two years of employment:
- NC Fire Inspector Level II
- ICS 300
- ICS 400
Desired Education and Experience
- Bachelor’s Degree or higher in a related field (Fire Science, Emergency Management. Public Administration, Business, or a related field)
- FEMA ICS 300 and ICS 400
- IFSAC Fire Instructor I
- NC Fire Prevention Level III Standard Inspection Course Certificate.
- NFA Leadership Strategies for Community Risk Reduction
- Fire and Life Safety Educator II (or at least 80 hours of demonstrated course work, training or certifications in public education)
