Summary Objective

Person County Government is excited to announce the recruitment for the position of Mobile Integrated Healthcare (MIH) Advanced Practitioner within the Emergency Medical Services (EMS) Division. This is a unique and impactful role designed for an experienced, compassionate healthcare professional who is passionate about delivering patient-centered care outside the traditional healthcare setting. The MIH Advanced Practitioner will work with minimal field supervision to provide high-quality, comprehensive mobile healthcare services to individuals in our community.

The starting salary will be determined with consideration given to both the candidate's educational background and relevant work experience.


Must possess a valid driver’s license and have an acceptable driving record per County policy.


This is a non-exempt position working 40 hours weekly/2080 hours annually.

Essential Functions

The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.


  • Performs all the primary job responsibilities of an EMT-Paramedic with the Person County Division of Emergency Medical Services.
  • Respects patient rights and confidentiality and complies with all HIPAA and agency policies and guidelines with respect to patient confidentiality.
  • Provides accurate and legible documentation of patient care with attention to detail to accurately reflect assessment and interventions.
  • Provides quality patient care and education in accordance with MIH Program and Person County EMS policies and state regulations and professional standards of care.
  • Interprets data, reads monitors, and responds with correct intervention to ensure optimum patient care, safety and recovery.
  • Participate in MIH Program Performance Improvement activities.
  • Participate in education and outreach activities focused around prevention, safety, treatment modalities, referral sources and other elements of care provided through the MIH Program.
  • Perform basic and advanced level assessments, treatments and interventions with a high degree of clinical competence, safety, efficacy and efficiency and according to policy, procedure and protocol, standing order or as instructed by a Medical Control physician.
  • Maintains the ability to understand, utilize and efficiently integrate technology for longitudinal patient assessment, clinical interventions, physician consults and data collection related to paramedicine.
  • Maintains an understanding of ethics as it relates to providing primary care evaluations and access across the spectrum of the patient population.
  • Maintains an understanding of cultural competency as it relates to providing primary care evaluations and access across the spectrum of the patient population
  • Maintains a basic understanding reimbursement payer models (value-based versus fee-for-service).
  • May assist in serving as the liaison to area hospital Emergency Services Directors, Operational Medical Directors, and to local, regional, and State Department of Health agencies, and EMS agencies and area behavioral health facilities. May work with local public health agencies, private health agencies, health systems, and other providers.
  • Prepares reports on issues involving services to include, direct contact and support, and areas for performance improvement. Makes recommendations regarding expenses and purchases relevant to MIH and behavioral health training, operations and equipment, vehicles and delivery of service to include grant funds.
  • Based on the operational needs of the Emergency Medical Services Division, the MIH Advanced Practitioner will respond to emergency and non-emergency EMS incidents to provide first response capability or additional incident support.
  • Performs related duties as required.

Minimum Education and Experience Requirements

  • Certification by the State of North Carolina as an EMT-Paramedic or be eligible for state reciprocity/legal recognition by the State of North Carolina
  • Three years of experience as an EMT- Paramedic in a 911 (Designated Emergency Response Agency) system
  • CPR Certification
  • Possession of a valid driver's license
  • NIMS ICS 100, 200, 700, 800 within 90 days of hire date
  • Community Paramedic Certification within two years of hire.

DESIRABLE EDUCATION AND EXPERIENCE:
  • Five years of experience as an EMT-Paramedic in a 911 (Designated Emergency Response Agency) system
  • Experience working in a mental health or behavioral health clinical environment
  • Community Paramedic Certification
  • Crisis Intervention Team Training
  • Advanced Cardiac Life Support Provider
  • Pediatric Advanced Life Support Provider
  • International Trauma Life Support or Pre-Hospital Trauma Life Support
  • Tactical Emergency Casualty Care
  • Emergency Vehicle Driver (EVD) Course Completion or Emergency Vehicle Operator’s Course Completion (EVOC)

Person County conducts pre-employment screening on candidates. Job offers are conditional pending the following:

  • A pre-employment drug screen for all candidates. Positions designated by Person County as Safety Sensitive are also subject to random drug and alcohol testing.
  • A background check for all candidates. Some positions also require a credit check.
  • Additional screening and testing required for some positions.
  • Within 3 days of the start of your employment with the County, you must be able to provide proof of your eligibility to work in the US.
