The starting salary will be determined with consideration given to both the candidate's educational background and relevant work experience.
Essential Functions
The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.
- Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
- Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
- Processes and analyzes all Business Personal Property values to create tax bills each year.
- Responds to correspondence with businesses relating to listing issues, deadlines, extensions, late listings and failure to list.
- Processes all straight deeds for ownership transfers of real property entails reading deeds following up on any issues with lawyers and Registrar of Deeds.
- Assists the Tax Assessor on the Sales Ratio quarterly report that must be submitted to NCDOR.
- Prepares department budget and submits it to the Finance Department.
- Processes Accounts Payables and orders all supplies for the department.
- Attends all Board of Equalization & Review meetings. Responsible for taking the minutes of each meeting for the official record.
- Maintain records/information on the Certifications required for each Tax Employee to make sure in compliance.
- Performs related work as assigned.
Minimum Education and Experience Requirements
- Associate’s Degree in Accounting, Finance, Business or Public Administration or related discipline.
- Two (2) years of tax, appraisal or related experience or an equivalent combination of education, training and experience.
Special Certifications and Licenses
- Must be a Certified Personal Property Appraiser by NCDOR or have the ability to become certified.
Person County conducts pre-employment screening on candidates. Job offers are conditional pending the following:
- A pre-employment drug screen for all candidates. Positions designated by Person County as Safety Sensitive are also subject to random drug and alcohol testing.
- A background check for all candidates. Some positions also require a credit check.
- Additional screening and testing required for some positions.
- Within 3 days of the start of your employment with the County, you must be able to provide proof of your eligibility to work in the US.
