JOB TITLE: OPERATIONS SUPERINTENDENT
KEY RESPONSIBILITIES:
- Operations Superintendent is responsible for the overall management and safe operation of offshore facilities throughout the decommissioning lifecycle. Administers all activities offshore including safety, compliance, personnel management, and operational efficiency. This role requires strong leadership, technical expertise, and a commitment to safety and environmental standards.

- Establish clear and comprehensive safety guidelines. This includes emergency procedures, safe work practices, and incident reporting mechanisms.
- Engage frontline employees in hazard identification to provide valuable insights into potential risks and how they can be mitigated.
- Ensure employees are regularly trained on safety protocols and understand the importance of following them. Training should be ongoing and updated to address new risks, scopes of work, equipment, or process changes.
- Enforce the proper use of PPE where necessary to reduce exposure to potential risks.
- Ensure risk assessments are properly conducted for routine and irregular scopes of work.
- Train offshore personnel to utilize a risk mitigation strategy by adopting engineering controls, administrative controls, elimination or substitution of risks, and PPE.
- Review and refine existing incident reporting and tracking systems and analyze data to identify trends and areas for improvement.
- Conduct routine inspections and safety audits to ensure compliance with safety standards and identify areas for improvement.
- Use feedback from employees and stakeholders to continuously improve risk management strategies.
- Conduct Control of Work audits to ensure personnel are properly identifying procedural steps, identifying hazards, mitigating hazards, and properly documenting work conducted.
- Promote a culture of safety and continuous improvement among offshore staff.
- Liaison between Company regulatory, Governmental Agencies, Offshore Operations, and the Houston office.
- Operations personnel are properly trained in API 14C requirements and the Company operating systems to maintain compliance.
- Track compliance statuses for wells, pipelines, firefighting equipment, aids to navigation, and other equipment requiring inspection.
- Ensure regulatory reports and documentation are maintained and submitted as required.
- Monitor and resolve any LA 811 calls.
- Oversee Pipeline and Hazardous Materials Safety Administration (PHMSA) compliance, self-inspections, qualifications, cathodic protection readings, and annual government inspections.
- Develop, implement, and oversee Government Agency annual inspection compliance checklists and audits.
- Develop and implement Incident of Non-Compliance flow path.
- Review historical casing pressure diagnostics performed by Company or previous operators to ensure all wells are in compliance.
- Review emergency response plans for proper actions to match the scopes of work, ensure plans are accurate, and personnel offshore have read and understand.
- Audit documentation of offshore response drills for compliance and readiness.
- Ensure offshore personnel know how to utilize firefighting equipment and escape crafts.
- Establish clear communication channels and frequencies through emails, phone calls, MS Teams, etc.
- Foster a partnership by requiring input from offshore and office-based personnel.
- Encourage teams to take collective ownership in projects for successful execution.
- Leverage Company processes and technology to create positive change.
- Provide guidance and oversight for the safe and efficient execution of offshore activities.
- Assist offshore team in reallocation of resources and managing project budgets.
- Coordinate between disciplines to ensure projects are executed on time and budget.
- Increase collaboration between offshore and office disciplines.
- Monitor well decommissioning operations and schedules to ensure facilities are prepared to accommodate changes in activities.
- Ensure Offshore Project Managers are properly trained to monitor well operations so they can audit work plans and activities.
- Assist in resolving issues between facilities and well operations promptly.
- Work with the logistics manager and OPMs to monitor non-routine boat utilization and non-routine flight requests.
- Assist Logistics Manager and OPMs monitor shore base costs, safety, and compliance.
- Understand field requirements and ensure requests are understood by management. Liaison with the Construction Manager to ensure non-routine activities are properly planned and briefed to the offshore leadership team.
- Monitor construction progress and resolve issues that arise between well work, operations, and construction.
- Lead and mentor offshore personnel, fostering a collaborative and safety-conscious work environment.
- Conduct regular performance reviews and provide feedback and training to team members.
- Ensure effective communication between onshore and offshore teams.
ESSENTIAL QUALIFICATIONS AND SKILLS:
- Minimum years of offshore experience in production, construction, well drilling or completions, and/or well decommissioning operations.
- Technical Skills: Understanding of offshore TA, P&A, construction operations, regulatory requirements, and safety standards.
- Leadership Skills: Proven ability to lead teams, manage projects, and make strategic decisions under pressure.
- Communication Skills: Excellent verbal and written communication skills, with the ability to interact effectively with stakeholders at all levels.
- Problem-Solving Skills: Strong analytical and problem-solving abilities, with a proactive approach to addressing challenges.
- Certification: Relevant offshore certifications (e.g., BOSIET, HUET) and medical fitness for offshore work.
- Working Conditions:
- Work remote or from Houston office.
- Significant travel offshore, docks, and Houston office.
- The postholder is expected to adhere to the Golden Rules of Safety (transitioning to ‘The 9 Lifesaving Rules in 2020) and the Petrofac Values.
- Monitor facility operating expenses, ensure Company procurement protocols are followed, monitor operations financial performance, and communicate financial performance.
- Experience planning and maintaining budgets.
