This position is based in Philadelphia, PA and offers a hybrid work arrangement. MINIMUM QUALIFICATIONS Bachelor’s degree from an accredited college or university Authorization to work in the U.S. for any employer without sponsorship OTHER QUALIFICATIONS Demonstrated ability or interest in working with governments or nonprofits on financial, operational and policy challenges related to workforce management, as evidenced by prior professional experience, internships, or relevant academic coursework Spanish language skills are preferred for facilitating communication with Spanish-speaking clients and stakeholders Proven analytical abilities, including strong quantitative skills and an interest in quantitative analysis and modeling Excellent writing ability and public presentation skills Proficiency in Word, Excel, and PowerPoint Willingness to travel for client engagements as necessary RESPONSIBILITIES Perform a wide range of compensation and benefits analyses for public sector employees. These include reviewing and analyzing collective bargaining agreements, compensation plans, and benefits source documents to benchmark pay ranges, pay premiums, and career average compensation, as well as benchmarking of pension/retirement, health, retiree health, paid leave, and other ancillary benefits. Assist in the development of expert witness testimony for interest arbitration, fact-finding, and related legal proceedings (most of the Workforce Consulting Practice’s client deliverables are composed in Power Point and require a strong proficiency in Excel). Support the bargaining team in evaluating and rebutting exhibits and testimony put forth by union expert witnesses. Evaluate recruitment, retention, and compensation data in support of recruitment and retention studies for local government employers; draft employee surveys and/or lead focus groups with public sector employees Develop Excel-based costing models and labor analytics to be used in client deliverables (e.g., compensation studies, recruitment and retention studies, collective bargaining support) Support an array of strategic workforce engagements for local government clients, including organizational reviews of human resources and civil service functions, initiatives to redesign or improve compensation plans, as well as perform workforce analyses in support of multi-year strategic financial plans for public sector entities Analyze demographic and socio-economic data, as well as data from third-party resources (e.g., U.S. Bureau of Labor Statistics and HR consultancies) COMPENSATION The Analyst is eligible to receive robust total rewards including generous flexible paid time off, tuition reimbursement, student loan repayment, relocation assistance, performance-based bonuses, 401k retirement plan with employer match and annual profit-sharing opportunity, medical/dental/vision insurance, health and wellness benefits, and disability and life insurance. The anticipated base salary for this position is between $66,750 - $72,750; this position is eligible for annual performance-based bonuses. Actual compensation is influenced by a variety of factors including but not limited to skills, experience, qualifications, and geographic location.
