The Opportunity:
The Implementation & Compliance Project Manager is responsible for overseeing the execution, compliance, and continuous improvement of Skilled US programs, ensuring alignment with Workforce Innovation and Opportunity Act (WIOA) Title I & II, YouthBuild, and SNAP Employment & Training (E&T) requirements. This role drives technology and process implementation for adult education, vocational training, and occupational skills programs while leading Salesforce integrations, process automation, Canvas learning management system (LMS) integration, data design, and other connected systems to enhance compliance and efficiency.
This position requires strong project management expertise to coordinate multiple initiatives, meet grant requirements, and optimized processes. A Project Management Professional (PMP) certificate is preferred (or relevant experience) to ensure best practices in scope management, risk mitigation, and timely execution.

Essential Job Tasks:
Program Execution & Compliance Oversight
- Lead the implementation and operational management of adult education and workforce training programs
- Ensure technology and process integration aligns with Skilled US’s mission to serve underserved populations
- Maintain compliance with WIOA Title I & II, YouthBuild, and SNAP E&T program regulations
- Develop and execute compliance tracking systems to monitor participant eligibility, program adherence, and performance outcomes
- Serve as the compliance liaison with state workforce boards, the Department of Labor (DOL), the Department of of Workforce Development, and other state, federal and and granting regulatory bodies
- Lead Salesforce integrations for data tracking, reporting, and automation of workforce development processes
- Manage Canvas LMS integration to streamline participant engagement, coursework tracking, and certification processes
- Design and optimize process flows within Salesforce and other connected systems to enhance efficiency, reduce redundancy, and improve data accuracy
- Oversee data design strategy, ensuring data accuracy, completeness, reliability, relevance, and timeliness for compliance and program decision-making
- Work with IT teams and external vendors to implement system enhancements and troubleshoot integration issues
- Develop and manage project scopes, objectives, budgets, and timelines using project management best practices
- Utilize PMP methodologies to ensure structured risk management, resource allocation, and quality control
- Track, manage, and report on project timelines for grants, compliance initiatives, and system improvements to ensure timely execution and adherence to budgets
- Oversee multiple simultaneous projects, ensuring that all initiatives meet compliance standards while optimizing efficiency
- Use project management tools such as Microsoft Project, Asana, Trello, or Jira to track progress, manage dependencies, and monitor deliverables
- Ensure all data adheres to the five key data quality characteristics:
- Accuracy – Data correctly represents reality without errors
- Completeness – All necessary data fields are recorded without missing information
- Reliability – Data is consistent across systems and sources
- Relevance – Data collected aligns with reporting, compliance, and decision-making needs
- Timeliness – Data is up to date and accessible when required
- Lead quality assurance efforts to improve data management, compliance reporting, and automation efficiency
- Provide technical input and risk analysis for projects involving grants, compliance milestones, and reportable processes
- Act as a liaison across Skilled US nonprofit regions to ensure consistency in system implementations and workflow management
- Oversee regulatory adherence by evaluating program efficiency and compliance measures
- Identify and manage relationships with vendors, ensuring alignment with Skilled US’s technology and compliance needs
- Coordinate with state and federal agencies, workforce boards, and community partners to strengthen program integration and funding opportunities
- Partner with IT, instructional teams, and leadership to ensure technology-driven program enhancements meet grant and compliance requirements
- Implement industry best practices for technology-enabled compliance tracking, reporting, and automation
- Document and optimize workflows for system integrations, proofing, receiving, and archiving to enhance efficiency and compliance
- Drive continuous process improvement initiatives to enhance service delivery for underserved communities
- Ensure proper utilization of federal, state, and private funding streams, maintaining strict compliance with grant guidelines
- Support grant writing, financial planning, and budget tracking for sustained program growth
- Identify additional funding opportunities through partnerships, industry collaborations, and emerging workforce initiatives
- Work closely with leadership to align programs with workforce development needs and employer demands
- Stay informed on emerging trends in workforce technology, data design, project management methodologies, and compliance best practices
- Lead strategic initiatives to improve accessibility, efficiency, and outcomes in adult education and vocational training
Required:
- Bachelor’s degree in education, workforce development, business, public administration, project management, or information systems (Master’s preferred)
- 3-5 years of experience in project management, compliance, workforce development, or technology-driven education programs
- Strong knowledge of WIOA Title I & II, YouthBuild, and SNAP E&T regulations
- Proficiency in Salesforce administration, integrations, process automation, and data management
- Experience with Canvas LMS, compliance tracking systems, and workforce/education technology platforms
- Proven expertise in project management methodologies, including Agile, Lean, or PMP frameworks
- Strong ability to coordinate complex projects, meet grant requirements, and drive process optimization
- PMP Certification or equivalent project management experience
- Experience managing data-driven compliance programs in adult education or workforce development
- Expertise in data visualization, analytics, and reporting within Salesforce and other workforce technology platforms
- Strong understanding of API integrations, cloud-based workforce solutions, and process automation tools
