General Summary
- The Director of Patient Billing directs and coordinates all activities of the Hospital Billing, Professional Billing, and Professional Coding departments including the maximization of cash flows through the efficient management of billing and coding operations.
Essential Duties and Responsibilities
- Provides oversight of assigned departments, assigning tasks to team members and ensuring timely and accurate completion of assigned tasks. Successful oversight will result in days in Accounts Receivable (AR) at or below industry benchmarks.
- Keeps up-to-date on all regulatory and accrediting agency requirements, including Federal and State regulations and Joint Commission standards as they relate to healthcare billing. Ensures compliance with policies and directives issued by Medicare, Medicaid, Third Party Payers, and others as applicable; i.e. Medicare Secondary Payer, authorization, and verification of eligibility or other primary coverage. Assures compliance with the medical staff bylaws, rules and regulations, and hospital and departmental policies and procedures.
- Responsible for establishing internal controls to ensure timely and accurate billing to government and third-party payers.
- Works collaboratively with department leaders and other stakeholders to maximize operational efficiencies.
- Develops realistic capital and operational budgets. Manages department within budgeted expenses. Initiates cost reduction strategies. Prepares timely monthly reports and cost variance reports.
- Develops strategies for operational improvements to ensure that quality and performance meet expectations and monitors system reports and dashboards daily to ensure targets are being met and identifying areas of need.
- Develop, implement and maintain department policies and procedures, communicating job expectations to team members, oversight of employee evaluations and personnel actions, lead the department in positive communication and team building.
- Leads the charge in focus and implementation of Phelps Health’s culture and strategic plan in a way that aligns to the mission, vision, and values of the organization.
Education
- A Minimum of a Bachelor’s Degree in Accounting, Business Administration or related field. A Master’s degree in Business Administration or Health Care Administration preferred.
Work Experience
- Minimum of five years of experience in the functions of the department (or similar department) with three years of management or supervisory experience. Experience with healthcare financial management operations required.

- Considerable mental concentration for sustained periods of time with attention to detail of paramount of importance. Pressures of time, accuracy, and interruptions. Must handle confidential material. Standing, walking, reaching, bending, and stooping. Vision and hearing must be good. Must have finger dexterity and complete use of hands and arms. Computer proficiency required. Must have excellent customer service skills and patience in dealing with difficult situations.
