General Summary

  • The Public Safety Chief reports to the Director of Safety, Security, and Emergency Management. The Chief will direct and manage Phelps Health and affiliated properties security, public safety, and crime prevention operations. Essential Duties And Responsibilities

  • Lead the formulation and alignment of Public Safety strategies, standards, and practices across the Phelps Health organization.
  • Lead Public Safety administrative activities, team supervision, and development (recruiting of appropriate staff, hiring and maintaining employee records, scheduling shift coverage, counseling staff and providing disciplinary action plans as needed).
  • Ensure the consistent implementation of Public Safety policies, procedures, and initiatives in line with organizational goals.
  • Monitor operations assigned to Public Safety staff. Oversees appropriate follow-up and investigation of all reported incidents. Ensures that all applicable safety and security rules and regulations, as well as state laws, are properly enforced by public safety personnel.
  • Investigates criminal acts perpetrated on Phelps Health property, and works collaboratively with other administrative staff to adjudicate difficult situations.
  • Ensure Public Safety staff communicates and demonstrates a professional image/attitude for patients, families, visitors, staff, and others.
  • Promote adherence to policies and practices of Phelps Health and applicable professional standards (acts as a resource for Public Safety staff regarding the content of applicable professional code and facility policies).
  • Lead the development and implementation of training programs for Public Safety staff. Ensure continuous professional development and operational readiness through effective training initiatives.
  • Monitors staff competency, licenses/certifications, and training in organizational policies and standards.
  • Develop and analyze key performance indicators related to Public safety operations. Implement and manage Public Safety performance improvement projects and ensure compliance with regulatory and accreditation standards.
  • Oversee the deployment and management of Public Safety technology and infrastructure.
  • Conduct proactive analysis of emerging Public Safety technologies and drive the integration of innovative solutions.
  • Cultivate and manage relationships with internal and external stakeholders related to Public Safety.
  • Serve as a consultant on Public Safety matters, providing expertise and guidance on public safety and protection.
  • Conduct annual security review of the Phelps Health organization. Identifies vulnerabilities and recommends corrective actions to organizational leaders.
  • Prepare and present reports on Public Safety performance and initiatives to Phelps Health leadership. Coordinate internal communications regarding Public safety systems deployment and operational improvements.
  • Develops and/or recommends operating and capital budgets and controls expenditures within approved budgets.
  • Develops and modifies services and procedures to meet legal, regulatory, facility, and community needs.
  • Carries out a variety of planning activities related to public safety operations, such as developing contingency plans for handling emergency situations, forensic patients, and planning security coverage for special events
  • Keeps abreast of new developments/changes in the field of public safety, including crime reporting, fire and safety and security codes and standards, and innovations in public safety.

Education

  • Required: Graduate from law enforcement and/or police academy.
  • Preferred: An intermediate level of criminal justice knowledge as normally acquired through the completion of an Associate of Arts degree in criminal justice.

Work Experience

  • Minimum of five (5) years of active experience in law enforcement required.
  • Minimum of two (2) years supervisory experience is required.

Certification/License

  • Must possess and be in good standing with Missouri POST certification.
  • CPR certification through the American Heart Association.
  • Valid Missouri driver’s license.
  • IAHSS supervisor level certification within 6 months of employment.

Mental/Physical Requirements

  • Ability to follow written and verbal instructions, perform math skills and calculations related to position, read and interpret policies and procedures related to safety and security of facility, codes and compliance regulations. Standing, walking, sitting, lifting. Good communication skills. Basic computer skills. Ability to intervene and manage crisis situations and perform under stress. This position can be physically, mentally, and emotionally challenging and demanding. Will have knowledge of hospital codes and emergency procedures.

Working Conditions

  • May experience long periods of standing and walking. Will come in contact with patients, family members, hospital visitors, and employees. May encounter unpleasant conditions and exposure to heat, cold, noise, dirt, inclement weather, chemicals and gases, water, fumes, overhead pipes, infectious disease or waste. Will encounter aggressive, angry and abusive people.
