Description of Role: Under the leadership of the Chief Financial Officer, the IT Director spearheads transformative initiatives to enhance PCA’s IT service delivery and strengthen its technological capabilities through innovation and strategic planning. The role encompasses oversight of PCA’s cloud and on-premises infrastructure, custom-built applications, cybersecurity measures, and remote access systems. The IT Director will provide comprehensive technology support to internal teams, including staff, IT professionals, software and data developers, contractors, and external stakeholders. As a key member of PCA’s leadership team, the IT Director will work closely with senior management to optimize operations, modernize data systems, and represent PCA’s technology interests in state-level and inter-agency collaborations.
The IT Department supports 500 employees across four locations: the main headquarters, a meal distribution center, two senior centers, as well as client-serving staff in the field. Additionally, the department provides IT services to 26 affiliated senior centers and other partners. IT Department responsibilities span three key areas: maintaining the organization’s technology network infrastructure, developing and supporting custom applications, APIs, and websites, and managing data entry processes and billing operations.
Required Education and Experience:
- Master’s degree in Information Technology, Computer Science, or a related field is required, or equivalent years of experience working in an IT capacity. Certifications in relevant fields may be considered in lieu of a master’s degree.
- Minimum of 10 years of management experience, including significant leadership roles overseeing teams and operations. Demonstrated program expertise and project management skills with a proven ability to drive impact is key.
- Proven experience managing cloud and on-premises infrastructure, custom application development, cybersecurity, and disaster recovery.
- Preferred Certifications:
- Project/Program Management Certification (PMP or PgMP)
- Agile / CSPO / CSPM / Agile Coach / Scrum Certification
- Azure Certifications or other cloud/industry certifications
Job Responsibilities:
Strategic Leadership
- Develop and implement the organization’s IT strategy to support operational goals and future growth. Identify opportunities to enhance IT capabilities and lead technology innovation efforts.
- Actively engage as a member of PCA’s Administrative Team, contributing to strategic leadership and fostering a collaborative, team-oriented approach to organizational decision-making and planning.
- Represent PCA’s IT interests within the network of Area Agencies on Aging, with the Department of Aging, and in collaborative initiatives, advocating for the organization’s technology needs and priorities.
Infrastructure Management
- Oversee the management of PCA’s IT infrastructure, including on-premises data center, cloud solutions, and multisite network, ensuring high availability and performance.
- Ensure the security and integrity of IT systems, networks, and data.
- Plan and execute upgrades, migrations, and maintenance of IT systems and infrastructure.
Application Development and Support
- Manage the development, deployment, and maintenance of custom applications, APIs, and websites.
- Work with internal and external stakeholders to identify and implement solutions that improve efficiency and effectiveness.
Risk, Security, and Resilience
- Implement and maintain robust cybersecurity measures to protect organizational assets.
- Ensure compliance with applicable regulations and industry standards related to IT and data security.
- Oversee audits and risk assessments to proactively address vulnerabilities.
- Direct PCA’s disaster recovery processes, ensuring preparedness and resilience in the face of potential crises.
- Participate in the emergency management on-call rotation, taking responsibility for a week-long on-call period approximately every two months to respond to and coordinate efforts during emergency situations
Team Management and Support
- Lead, manage, and mentor a team of approximately 20 IT professionals, software developers, and contractors, ensuring the delivery of high-quality IT support and services across all facilities and users.
- Foster a culture of continuous improvement and professional development within the IT Department.
Budget and Vendor Management
- Develop and manage the IT department’s budget, ensuring cost-effective use of resources.
- Oversee vendor relationships and negotiate contracts for hardware, software, and IT services.
Data Systems and Operations
- Streamline data entry processes and optimize billing operations.
- Support organizational data management initiatives to enhance reporting and decision-making capabilities.
- Collaborate with key stakeholders to ensure the accuracy and accessibility of critical data.
Professional Characteristics:
- Must possess a valid driver’s license (preferably Pennsylvania)
- Must have effective communication skills, both oral and written.
- Proven ability to build and maintain relationships with senior executive stakeholders (e.g., CEO, CFO, COO) and other senior management staff.
- Demonstrated success in managing multisite IT infrastructure, including endpoints, servers, and networking equipment.
- Demonstrated knowledge and experience working with and reporting to external oversight entities such as state and federal partners.
- Track record of leading internal and external collaboration, including successful project management and consultant oversight.
- Strong commitment to customer service, recognizing internal and external stakeholders as valued customers.
- Proven team-building, and mentoring skills.
- Strategic thinking: Ability to align IT strategies with organizational objectives and adapt to changing technologies.
- Problem-solving: Logical and analytical approach to resolving issues and anticipating challenges.
- Strong communication skills: Ability to clearly convey technical concepts to technical and non-technical audiences alike.
- Familiarity with IT compliance standards, cybersecurity best practices, and tools such as MS365, PowerBI, Azure DevOps, ServiceNow, and SQL Server. Knowledge of FortiNet networking, Citrix XenDesktop, and Oracle is a plus.
- Ability to establish professional rapport with consumers, caregivers, providers, and PCA staff.
